co-ordination with the planning for response to conventional emergencies and criminal<br />

activities and provision to ensure that intercompatibility of equipment (e.g. communication<br />

frequencies), concepts (e.g. command and control) and <strong>method</strong>s (e.g. monitoring) is<br />

maintained where appropriate. This should include the designation of a national coordinating<br />

authority (see Elements B3.1, B3.2) and possibly an “emergency preparedness<br />

committee” which ensures the co-ordination of all planning efforts between ministries, local<br />

governments, agencies, facilities and operators.<br />

4.4 Plans and procedures<br />

Describe the arrangements for production, distribution and maintenance of the plan and<br />

supporting procedures and documents.<br />

4.5 Logistical support and facilities (see Element B5.1)<br />

Describe the arrangements for ensuring the availability of the logistical support and facilities<br />

(see Appendix 14) needed to execute the plan. A list of the resources available and the<br />

agencies/organizations that provide them should be provided in an appendix.<br />

4.6 Training (see Element B6.1)<br />

Describe the arrangements for ensuring adequate training for personnel responding under<br />

the plan.<br />

4.7 Exercises (see Element B6.3)<br />

Describe the arrangements for the preparation and conduct of emergency preparedness<br />

exercises (see Elements B6.3, B7.3).<br />

4.8 Quality assurance and programme maintenance<br />

Describe the arrangements to ensure a high degree of availability and reliability of all<br />

personnel, training, supplies, equipment, communication systems and facilities necessary to<br />

perform the functions specified in the plan and the arrangements to maintain, review and<br />

update the plan, procedures and other arrangements and to incorporate lessons learned from<br />

research, operating experience (such as response to emergencies) and emergency drills and<br />

exercises (see Element B7.1).<br />
