This is the facility where notification of an<br />
actual or potential radiation emergency is<br />
received and from which the appropriate<br />
off-site response is initiated (see Elements<br />
A2.1 and A2.7).<br />
Operational control of personnel<br />
performing tasks within the facility (e.g.<br />
environmental monitoring, health physics,<br />
damage control, and fire fighting) and coordination<br />
and providing health physics<br />
support for personnel responding from offsite<br />
(see Elements A1.1 and A3.6).<br />
Co-ordination of all information released<br />
to the media concerning the emergency by<br />
the facility, local governments and national<br />
governments. Staffed by r<strong>epr</strong>esentatives of<br />

provided by all response organizations<br />
(facility, local governments, national<br />

Provides highly specialized treatment to<br />
exposed and/or contaminated people, as well<br />
as for people with combined injuries as a<br />
result of the radiation emergency.<br />
Location for initial reception, monitoring,<br />
decontamination, and registration of the<br />
evacuated public. Provides or arranges for<br />
humanitarian support (e.g. food, housing).<br />

Must be continuously (24 hours a day/7 days a<br />
week) operational, in a secure location, have<br />

This should be the facility used to receive<br />
notification of and initiate the off-site<br />
response to conventional emergencies (e.g.<br />
fires). If located within the emergency zones,<br />
it should be habitable during a severe<br />
emergency at the associated threat category I<br />
or II facility.<br />
Within the facility security boundary;<br />
secure/reliable communications with the<br />
control room, with teams within the facility<br />
and with off-site responders (e.g. fire<br />
brigade); sufficient room to assemble, equip<br />
and prepare teams; a location that will<br />
probably remain habitable under emergency<br />
conditions, continuous monitoring of radiation<br />
levels; ready access to equipment, instruments<br />
and protective clothing needed by response<br />
teams.<br />
Activation time: within 30 minutes of<br />
declaration of an emergency.<br />
Located in the vicinity of the emergency with<br />
space and infrastructure to support media and<br />
conduct media briefings. For threat category I,<br />
it is a pre-designated facility outside the UPZ.<br />
Activation time: within 4 hours of<br />
declaration of an emergency requiring the<br />
facility.<br />
Location to be determined at the time of<br />
emergency based on radiological and<br />
operational considerations.<br />
Activation time: within 24 hours of<br />
declaration of an emergency requiring the<br />
facility.<br />
Hospital that specializes in treatment<br />
(haematology, surgery) of radiation induced<br />
injures. If there is not such a hospital in the State,<br />
national arrangements should be in place to<br />
request treatment at such a facility through the<br />
<strong>IAEA</strong> or WHO under Assistance Convention.<br />
Located in an existing facility (e.g. school).<br />
For threat category I and II, it should be<br />
beyond the UPZ boundary.<br />
