4.2.12. Conducting recovery operations - (A12 elements)<br />

Response objectives:<br />

(1) To plan and implement the transition from the emergency phase to longer term recovery operations and the resumption of normal life in an<br />

orderly manner and in accordance with international standards and guidance (4.97).<br />

(2) To fulfill all requirements for occupational exposure for workers undertaking recovery operations (4.98).<br />

A12.1 Arrange for the transition from emergency phase operations to routine long term recovery<br />

operations. Include the definition of the roles and functions of organizations; and <strong>method</strong>s used to transfer<br />

information, of assessing radiological and non-radiological consequences, and of modifying action taken<br />

to mitigate the radiological and non-radiological consequences of the radiation emergency (4.99).<br />

The regulatory body should establish the principles and criteria for removal of restrictions and return to<br />

normal consistent with Ref. [31].<br />

Prepare an outline of a recovery plan. Identify the differences in authority, management and coordination<br />

between the emergency and recovery responsibilities and how the transition would be made.<br />

Identify the objectives for recovery, the process used to determine the need for recovery measures, the<br />

means of securing resources, <strong>method</strong>s for making decisions and <strong>method</strong>s to involve the public and other<br />

relevant parties. Ensure that any longer term programmes to monitor the population (see Element A8.5)<br />

are incorporated into the planning.<br />

Prepare arrangements to co-ordinate the radiological aspects of a recovery to a radiological emergency<br />

such as those outlined in Appendix 7. This should include provisions to co-ordinate with law enforcement<br />

(e.g. to preserver evidence) and other recovery workers (e.g. construction).<br />

A12.2 Arrange a formal process in accordance with international guidance to cancel restrictions or other<br />

arrangements imposed in response to a radiation emergency. Ensure that the regulatory body provides<br />

necessary input to the intervention process, including advice to the government or regulatory control of<br />

intervention activities. Establish principles and criteria for intervention actions with advice from the
