ideal solution <strong>in</strong>volves the <strong>in</strong>ternational cooperat<strong>in</strong>g partners dropp<strong>in</strong>g their exemption<br />

requirement – as the World Bank now does <strong>in</strong> all new agreements. This however<br />

rema<strong>in</strong>s a distant prospect for many donors as it would <strong>in</strong>volve changes to their<br />

domestic legislation, <strong>and</strong> there would <strong>in</strong> any case be a lag dur<strong>in</strong>g which the terms of<br />

exist<strong>in</strong>g agreements cont<strong>in</strong>ued to affect the sector.<br />

This issue also highlights the importance of <strong>in</strong>stitutional capacity <strong>in</strong> the sector,<br />

which is arguably the key constra<strong>in</strong>t to faster expansion. There is a need for a<br />

comprehensive <strong>in</strong>stitutional strengthen<strong>in</strong>g programme, focus<strong>in</strong>g <strong>in</strong> particular on<br />

plann<strong>in</strong>g, budget<strong>in</strong>g <strong>and</strong> f<strong>in</strong>ancial management capacity with<strong>in</strong> Government <strong>in</strong> the<br />

sector. As with health <strong>and</strong> education, the water sector is <strong>in</strong>creas<strong>in</strong>gly <strong>in</strong> need of<br />

improvements <strong>in</strong> the quality of services delivered <strong>and</strong> these improvements require a<br />

concerted <strong>and</strong> coherent capacity build<strong>in</strong>g effort, particularly at decentralised levels.<br />

Develop<strong>in</strong>g improved monitor<strong>in</strong>g <strong>and</strong> evaluation capacity is also a high priority for the<br />

sector <strong>in</strong> order to help feed implementation experience back <strong>in</strong>to programme design<br />

<strong>and</strong> budget preparation, thereby ensur<strong>in</strong>g that the potentially large new <strong>in</strong>flows of<br />

f<strong>in</strong>anc<strong>in</strong>g achieve their desired objectives.<br />

11. The national policy framework<br />

<strong>Mozambique</strong> has been described as “policy rich but implementation poor”. In the<br />

case of child survival <strong>and</strong> development, a multitude of plans exist, often with different<br />

time-frames <strong>and</strong> targets. While effort has been made dur<strong>in</strong>g the development<br />

of PARPA II to ensure consistency with exist<strong>in</strong>g national <strong>and</strong> sectoral plann<strong>in</strong>g<br />

documents, such the Government Five-Year Plan (2005-2009), the National Plan to<br />

Fight HIV/AIDS (PEN II 2005 to 2009), the M<strong>in</strong>istry of Health Plan to Fight STI/HIV/<br />

AIDS (2004 to 2008) <strong>and</strong> the M<strong>in</strong>istry of Health Sector Strategic Plan (2001-2005-<br />

2010), many discrepancies rema<strong>in</strong>. L<strong>in</strong>ks between the plans <strong>and</strong> the subord<strong>in</strong>ation<br />

of one to another are unclear. There is no <strong>in</strong>tegrated plan that deals comprehensively<br />

with the issue of child survival or development, look<strong>in</strong>g at l<strong>in</strong>kages, for example,<br />

between health, nutrition, water <strong>and</strong> education. However PARPA II does recognise<br />

the importance of these l<strong>in</strong>kages <strong>and</strong> <strong>in</strong>cludes strategies for closer collaboration<br />

between these various sectors.<br />

The 2005 report of the Special Rapporteur on the Right to Health, Mr. Paul Hunt,<br />

highlighted the discrepancy between the many commendable policy <strong>in</strong>itiatives <strong>in</strong><br />

<strong>Mozambique</strong> <strong>and</strong> capacity to implement these policies, not<strong>in</strong>g that ‘without more<br />

health resources - <strong>and</strong> more health professionals enjoy<strong>in</strong>g improved terms <strong>and</strong><br />

conditions of work - it will be impossible for <strong>Mozambique</strong> either to achieve all the<br />

health-related Millennium Development Goals or to make satisfactory progress<br />

towards the realisation of the right to health’(Paul Hunt 2005).<br />

A. Health<br />

In 2001, the M<strong>in</strong>istry of Health developed a national strategic plan for the health<br />

sector (PESS) for 2001-2005-2010. The PESS, which is the overall strategic<br />

framework for co-ord<strong>in</strong>ation of national <strong>and</strong> <strong>in</strong>ternational <strong>in</strong>puts <strong>in</strong> the national health<br />

system, emphasises the M<strong>in</strong>istry of Health’s commitment to a nationally led, sector<br />

wide approach (SWAp). A Code of Conduct, def<strong>in</strong><strong>in</strong>g the vision <strong>and</strong> rationale for the<br />

SWAp <strong>and</strong> the commitments of all stakeholders, was signed <strong>in</strong> 2000 <strong>and</strong> revised<br />

<strong>in</strong> 2003. A Memor<strong>and</strong>um of Underst<strong>and</strong><strong>in</strong>g for the on-treasury sector wide pool for<br />

Support to the Health Sector between the M<strong>in</strong>istry of Health, the M<strong>in</strong>istry of Plann<strong>in</strong>g<br />

<strong>and</strong> F<strong>in</strong>ance <strong>and</strong> the common fund contributors (“Prosaude”), was signed <strong>in</strong> 2003 49<br />
