than their peers <strong>in</strong> urban areas <strong>and</strong> additional groups of children are particularly<br />
marg<strong>in</strong>alised, such as orphaned <strong>and</strong> vulnerable children. Underly<strong>in</strong>g the many urbanrural<br />
disparities is the very low population density <strong>in</strong> rural areas, one implication of<br />
which is that deliver<strong>in</strong>g a given level of public services is considerably more costly <strong>in</strong><br />
rural areas than <strong>in</strong> urban areas.<br />
The report concludes that concerted efforts are required from all those responsible<br />
for the reduction of childhood poverty – <strong>in</strong>clud<strong>in</strong>g Government, civil society <strong>and</strong><br />
<strong>in</strong>ternational development partners – <strong>in</strong> order both to reduce the <strong>in</strong>cidence of<br />
childhood poverty <strong>and</strong> mitigate its impact, <strong>and</strong> also to ensure that specific strategies<br />
are <strong>in</strong> place to reach the most marg<strong>in</strong>alised <strong>and</strong> excluded children. In this regard, a<br />
number of recommendations for address<strong>in</strong>g childhood poverty are highlighted, as<br />
outl<strong>in</strong>ed below:<br />
Ensur<strong>in</strong>g adequate <strong>and</strong> equitable resource allocation. Ongo<strong>in</strong>g analysis<br />
of budget mechanisms, allocations <strong>and</strong> expenditures <strong>and</strong> specifically the<br />
development of an efficient method for track<strong>in</strong>g expenditures <strong>in</strong> key sectors<br />
for children are imperative to <strong>in</strong>form the equitable allocation of the available<br />
resources <strong>and</strong> ensure sufficient <strong>in</strong>vestment for children.<br />
Strengthen<strong>in</strong>g Government capacity at national <strong>and</strong> sub-national levels.<br />
Often the key constra<strong>in</strong>t to delivery is not lack of funds but limited <strong>in</strong>stitutional<br />
capacity. Increased <strong>in</strong>vestment for children must therefore be matched<br />
by sufficient Government capacity for the efficient utilisation of available<br />
resources. It is therefore critical to ensure significant, susta<strong>in</strong>ed <strong>in</strong>vestment <strong>in</strong><br />
strengthen<strong>in</strong>g the <strong>in</strong>stitutional capacity of Government at the national <strong>and</strong> subnational<br />
levels. Particular focus needs to be placed on develop<strong>in</strong>g capacity for<br />
plann<strong>in</strong>g, monitor<strong>in</strong>g <strong>and</strong> evaluation <strong>and</strong> f<strong>in</strong>ancial management at the prov<strong>in</strong>cial<br />
<strong>and</strong> district levels, <strong>and</strong> strengthen<strong>in</strong>g the capacity for coord<strong>in</strong>ation of agencies<br />
responsible for multi-sectoral <strong>in</strong>terventions benefit<strong>in</strong>g children, especially <strong>in</strong> the<br />
areas of nutrition <strong>and</strong> child protection.<br />
Target<strong>in</strong>g the most vulnerable. Underst<strong>and</strong><strong>in</strong>g the situation of the most<br />
vulnerable children <strong>and</strong> the factors beh<strong>in</strong>d their marg<strong>in</strong>alisation <strong>and</strong> then<br />
target<strong>in</strong>g <strong>in</strong>itiatives towards these children should be an <strong>in</strong>tegral part of the<br />
national development agenda. Efforts need to be placed on ensur<strong>in</strong>g the<br />
availability <strong>and</strong> use of reliable <strong>and</strong> up-to-date data on vulnerable children<br />
<strong>and</strong> the causes of their vulnerability <strong>and</strong> support<strong>in</strong>g them to access to basic<br />
services <strong>and</strong> social protection programmes, such as cash transfers. The broad<br />
distribution of childhood poverty <strong>and</strong> <strong>in</strong>equality <strong>and</strong> the very low population<br />
density <strong>in</strong> rural areas mean that policies target<strong>in</strong>g the poorest <strong>and</strong> most<br />
vulnerable children need to be designed very carefully.<br />
Accelerat<strong>in</strong>g the response to the AIDS p<strong>and</strong>emic. It is important that<br />
<strong>in</strong>terventions <strong>in</strong> the areas of paediatric AIDS <strong>and</strong> the prevention of mother to<br />
child transmission are significantly accelerated <strong>and</strong> scaled up, <strong>in</strong> order to reduce<br />
the impact of AIDS on <strong>in</strong>fant <strong>and</strong> child mortality, thereby help<strong>in</strong>g to susta<strong>in</strong><br />
recent improvements <strong>in</strong> the rates of <strong>in</strong>fant <strong>and</strong> child mortality.<br />
Manag<strong>in</strong>g aid <strong>in</strong>flows for improved child outcomes. As PARPA II stresses,<br />
aid flows ideally need to be tailored to promote long-term Government-led<br />
objectives such as capacity strengthen<strong>in</strong>g efforts. However, it also recognises<br />
that there is a need to manage potential additional <strong>in</strong>flows of f<strong>in</strong>ite duration<br />
result<strong>in</strong>g from ‘scal<strong>in</strong>g-up’. These should be targeted towards programmes that<br />
can deliver a ‘step-change’ <strong>in</strong> development outcomes for children. Large-scale<br />
