The responsibility for implement<strong>in</strong>g social protection programmes with<strong>in</strong> Government<br />

rests with the M<strong>in</strong>istry for Women <strong>and</strong> Social Action <strong>and</strong> its implement<strong>in</strong>g arm,<br />

the National Institute for Social Action (INAS), which currently runs five pr<strong>in</strong>cipal<br />

programmes: (i) Food Subsidy, (ii) Direct Social Action, (iii) Social Benefit for Work,<br />

(iv) Income Generation, <strong>and</strong> (v) Community Development. While the first two<br />

programmes mentioned target <strong>in</strong>dividuals unable to carry out productive activities, the<br />

latter three programmes target the most vulnerable who are able to engage <strong>in</strong> some<br />

form of activity for their own support. At the moment, none of these schemes targets<br />

households car<strong>in</strong>g for orphans <strong>and</strong> vulnerable children directly. Although the Food<br />

Subsidy Programme targets older people, disabled people, highly vulnerable women<br />

head<strong>in</strong>g households <strong>and</strong> the chronically ill liv<strong>in</strong>g <strong>in</strong> extreme poverty <strong>and</strong> with no other<br />

source of support, there are presently no data on the proportion of beneficiaries car<strong>in</strong>g<br />

for orphaned <strong>and</strong> vulnerable children.<br />

The fact that the Food Subsidy Programme is the ma<strong>in</strong> social protection scheme<br />

operated by the National Institute for Social Action (<strong>in</strong> terms of geographical reach,<br />

f<strong>in</strong>ancial resources allocated by the State Budget for its implementation <strong>and</strong> be<strong>in</strong>g<br />

the only State social assistance scheme def<strong>in</strong>ed <strong>in</strong> legislation), comb<strong>in</strong>ed with<br />

the probability of considerable overlap between beneficiaries of the Food Subsidy<br />

<strong>and</strong> carers of orphaned <strong>and</strong> vulnerable children has created significant <strong>in</strong>terest<br />

among government <strong>in</strong>stitutions, bi-lateral <strong>and</strong> multi-lateral partners <strong>and</strong> civil society<br />

organisations <strong>in</strong> tak<strong>in</strong>g action to ensure that the Food Subsidy Programme becomes<br />

an effective mechanism for social assistance reach<strong>in</strong>g the most vulnerable children.<br />

Fund<strong>in</strong>g has currently been secured by the M<strong>in</strong>istry for Women <strong>and</strong> Social Action<br />

(Multi-AIDS country Programm<strong>in</strong>g funds through the National Council for the Fight<br />

Aga<strong>in</strong>st HIV/AIDS) to revise target<strong>in</strong>g criteria (to <strong>in</strong>clude households car<strong>in</strong>g for<br />

orphaned <strong>and</strong> vulnerable children), rationalis<strong>in</strong>g the system to disburse cash (clarify<strong>in</strong>g<br />

the roles of DPMAS, DDMAS, the National Institute for Social Action delegations<br />

<strong>and</strong> community based volunteer representatives (permanentes) <strong>and</strong> of civil society <strong>in</strong><br />

monitor<strong>in</strong>g usage). Pilot<strong>in</strong>g a more effective method of disburs<strong>in</strong>g the Food Subsidy<br />

over 2006 <strong>and</strong> 2007 <strong>and</strong> analys<strong>in</strong>g its impact on the well-be<strong>in</strong>g of children, would be<br />

crucial to have a full underst<strong>and</strong><strong>in</strong>g of its potential to be taken to scale at the national<br />

level as a means of improv<strong>in</strong>g the liv<strong>in</strong>g conditions of children.<br />

Box 5.10: Food Subsidy Programme<br />

The Food Subsidy Programme has the largest coverage of all the INAS social<br />

protection schemes, reach<strong>in</strong>g 82,631 beneficiaries <strong>in</strong> 2005. Of these, 91% were<br />

elderly people, 6% were disabled people, 1% were chronically ill <strong>and</strong> 0.5% were<br />

women head<strong>in</strong>g households.<br />

S<strong>in</strong>ce its <strong>in</strong>troduction <strong>in</strong> 1993, the Food Subsidy Programme has been f<strong>in</strong>anced<br />

solely through the State Budget. Its geographical coverage has gradually<br />

<strong>in</strong>creased, from its urban orig<strong>in</strong>s to current coverage reach<strong>in</strong>g vulnerable rural<br />

households at district level <strong>and</strong> sub-district level.<br />

F<strong>in</strong>ancial execution of the Food Subsidy Programme has improved from 2003 at<br />

18.5% <strong>and</strong> 52% <strong>in</strong> 2004 to 90% <strong>in</strong> 2005 (Johnson, K. 2006).<br />

While the monthly value of the payment made per beneficiary represented 30%<br />

of the m<strong>in</strong>imum wage <strong>in</strong> 1003, by 2004 the current maximum level (MTZ 140,000)<br />

had fallen to below 10% of the m<strong>in</strong>imum wage (MTZ 1,450,000 for public <strong>and</strong><br />

private sector employment, except <strong>in</strong> agriculture).<br />
