E. Institutional capacity to implement social protection schemes<br />

Government policy <strong>and</strong> plann<strong>in</strong>g <strong>in</strong>struments such as the National Strategic Plan to<br />

Combat HIV/AIDS 2005-2009 (PEN II), the PoA OVC or the Strategy for Social Action<br />

assign responsibility to the M<strong>in</strong>istry for Women <strong>and</strong> Social Action for coord<strong>in</strong>at<strong>in</strong>g<br />

efforts to mitigate the impact of HIV/AIDS on orphaned <strong>and</strong> vulnerable children. The<br />

implementation of the PoA OVC is coord<strong>in</strong>ated by the M<strong>in</strong>istry for Women <strong>and</strong> Social<br />

Action with the support of a Multi-Sectoral Technical Work<strong>in</strong>g Group on Orphaned <strong>and</strong><br />

Vulnerable <strong>Child</strong>ren, which br<strong>in</strong>gs together civil society <strong>and</strong> development partners.<br />

The Technical Work<strong>in</strong>g Group is m<strong>and</strong>ated to support the M<strong>in</strong>istry for Women <strong>and</strong><br />

Social Action, by collaborat<strong>in</strong>g with the M<strong>in</strong>istry to develop, coord<strong>in</strong>ate, implement<br />

<strong>and</strong> monitor the PoA OVC (MMAS 2005a). The creation of this group creates<br />

opportunities to strengthen the overall national response to orphaned <strong>and</strong> vulnerable<br />

children. However, the <strong>in</strong>itial f<strong>in</strong>d<strong>in</strong>gs of a Functional Analysis of the M<strong>in</strong>istry for<br />

Women <strong>and</strong> Social Action undertaken <strong>in</strong> 2006, with<strong>in</strong> the overall framework of<br />

public sector reform, <strong>in</strong>dicates that a susta<strong>in</strong>ed effort to build the capacity of the<br />

M<strong>in</strong>istry at both central <strong>and</strong> prov<strong>in</strong>cial levels is fundamental if it is to play an effective<br />

coord<strong>in</strong>ation role <strong>in</strong> the framework of the PoA OVC <strong>and</strong> effectively implement social<br />

protection measures to benefit the most vulnerable children.<br />
