(3) What are your recommendations for establish<strong>in</strong>g Open Badges as recognition<br />

<strong>in</strong>struments <strong>in</strong> Europe?<br />

The policy recommendations from respondents to both survey mostly focus on <strong>in</strong>tensify<strong>in</strong>g<br />

communication, dissem<strong>in</strong>ation <strong>and</strong> <strong>research</strong> on <strong>open</strong> badges. Some example<br />

recommendations <strong>in</strong>clude:<br />

• Make <strong>open</strong> badges <strong>of</strong>ficial <strong>in</strong> the EU, make them vastly used by law or cooperation with<br />

popular services like social media networks.<br />

• Create a l<strong>in</strong>k with the European Guidel<strong>in</strong>es for validation <strong>of</strong> non formal <strong>and</strong> <strong>in</strong>formal<br />

learn<strong>in</strong>g, as well as with national systems for validation <strong>of</strong> non formal <strong>and</strong> <strong>in</strong>formal<br />

learn<strong>in</strong>g, l<strong>in</strong>k to exist<strong>in</strong>g regulations.<br />

• Provide <strong>research</strong>-based evidence that Open Badges are a reliable predictor <strong>of</strong><br />

competences.<br />

• Ga<strong>in</strong> political support <strong>and</strong> <strong>in</strong>volve stakeholders <strong>and</strong> decision-makers to ga<strong>in</strong> reputation<br />

<strong>and</strong> recognition.<br />

• W<strong>in</strong> support <strong>of</strong> more educational <strong>in</strong>stitutions/organisations by advertis<strong>in</strong>g <strong>and</strong> provid<strong>in</strong>g<br />

<strong>in</strong>formation <strong>in</strong> the country’s home language.<br />

• Provide <strong>in</strong>formation for employers about the mean<strong>in</strong>g <strong>of</strong> Open Badges, to make it possible<br />

for them to appreciate the skills represented by an applicant’s Open Badge.<br />

• Provide quality assurance <strong>and</strong> global quality st<strong>and</strong>ards.<br />

The last po<strong>in</strong>t, quality assurance, has been addressed by policy makers as a dilemma. To quote<br />

one <strong>of</strong> the respondents: “For providers it is attractive to def<strong>in</strong>e their own criteria for badges<br />

(for example for the MOOCs); for learners <strong>and</strong> employers on the other h<strong>and</strong>, reliable <strong>and</strong><br />

comparable systems would be desirable.” These results <strong>in</strong>dicate that there is a need for policy<br />

support <strong>in</strong> scal<strong>in</strong>g up the adoption <strong>of</strong> <strong>open</strong> badges, especially through ga<strong>in</strong><strong>in</strong>g support <strong>of</strong> key<br />

stakeholders <strong>in</strong> the area <strong>of</strong> education <strong>and</strong> employment, but also conduct<strong>in</strong>g <strong>research</strong> to<br />

provide the necessary evidence <strong>and</strong> harmonis<strong>in</strong>g efforts on quality assurance.<br />

To complement the results from both onl<strong>in</strong>e surveys, the results <strong>of</strong> onsite consultations with<br />

selected representatives <strong>of</strong> policy-mak<strong>in</strong>g organisations are summarised <strong>in</strong> Table 4 below:<br />
