Summary <strong>and</strong> way forward<br />

In Germany digital resources are <strong>in</strong> general available <strong>and</strong> accessible. The challenge is to move<br />

from digital resources to Open Educational Resources to Open Educational Practices (OEP).<br />

OEP needs to be supported more, <strong>in</strong> policy <strong>and</strong> <strong>in</strong> practice (Ehlers, 2011; Ehlers, 2014), <strong>in</strong><br />

order to stimulate the (re)use <strong>and</strong> production <strong>of</strong> OER through <strong>in</strong>stitutional policies, promote<br />

<strong>in</strong>novative pedagogical models, <strong>and</strong> respect <strong>and</strong> empower learners as co-producers on their<br />

lifelong learn<strong>in</strong>g path (see also ICDE, 2013; Ehlers, 2013). This is especially crucial for<br />
