Guidance for Institutional Decision Makers <strong>in</strong> Develop<strong>in</strong>g an OER Strategy<br />

to smaller chunks <strong>of</strong> OER; also, a large portion <strong>of</strong> the student population required<br />
<strong>of</strong>fl<strong>in</strong>e/downloadable access to the resources, which was not an option with many <strong>of</strong> the <strong>open</strong><br />
textbook <strong>of</strong>fer<strong>in</strong>gs. It was faculty, particularly veteran teach<strong>in</strong>g staff, who needed to readjust<br />
th<strong>in</strong>k<strong>in</strong>g about us<strong>in</strong>g free resources; <strong>new</strong>er staff did not have as many difficulties adjust<strong>in</strong>g to<br />
the idea <strong>of</strong> OER (Kle<strong>in</strong>, 2015). Issues around copyright <strong>and</strong> accessibility also arose, which<br />
were h<strong>and</strong>led first by the library, then as needed by UMUC’s legal department. This required<br />
that UMUC develop a feedback loop <strong>in</strong> resolv<strong>in</strong>g issues as they emerged. Project costs, mostly<br />
operational related to search<strong>in</strong>g for <strong>and</strong> develop<strong>in</strong>g OER, also l<strong>and</strong>ed squarely on the<br />
<strong>in</strong>stitution.<br />

The Open University (OUUK) is one <strong>of</strong> the largest providers <strong>of</strong> onl<strong>in</strong>e education <strong>in</strong> the world<br />
<strong>and</strong> the foremost model <strong>of</strong> <strong>open</strong> learn<strong>in</strong>g <strong>in</strong>stitutions with<strong>in</strong> <strong>distance</strong> education, prom<strong>in</strong>ently<br />
positioned as a leader with<strong>in</strong> <strong>open</strong> education <strong>and</strong> OER. Shortly after MIT <strong>in</strong>troduced its Open<br />
CourseWare project, the OUUK was approached by the Hewlett Foundation with an<br />
<strong>in</strong>trigu<strong>in</strong>g proposition: would they like to produce OER? Openness <strong>and</strong> access to education<br />
have always been critical to the OUUK mission from both a social <strong>and</strong> bus<strong>in</strong>ess st<strong>and</strong>po<strong>in</strong>t, so<br />
provid<strong>in</strong>g OER was seen as contribut<strong>in</strong>g to the overall charter <strong>of</strong> the <strong>in</strong>stitution. Leadership<br />
also saw an opportunity to achieve scale by exp<strong>and</strong><strong>in</strong>g OUUK market reach, as well as to<br />
participate <strong>in</strong> a potentially disruptive <strong><strong>in</strong>novation</strong>. Hav<strong>in</strong>g received substantial fund<strong>in</strong>g from<br />
Hewlett for the OER project, the <strong>in</strong>stitution made a strategic decision to set out on a journey<br />
to exp<strong>and</strong> OER production <strong>and</strong> distribution <strong>and</strong> to more prom<strong>in</strong>ently position OER both<br />
with<strong>in</strong> the <strong>in</strong>stitution <strong>and</strong> the field <strong>of</strong> onl<strong>in</strong>e learn<strong>in</strong>g.<br />
The Open Media Unit at the OUUK oversees a number <strong>of</strong> <strong>in</strong>itiatives <strong>in</strong> support <strong>of</strong> <strong>open</strong><br />
learn<strong>in</strong>g. Two <strong>of</strong> these are OpenLearn, which is the OUUK web portal to OER, <strong>and</strong><br />
FutureLearn, which is the OUUK’s <strong>open</strong> platform for deliver<strong>in</strong>g <strong>open</strong> onl<strong>in</strong>e courses <strong>and</strong><br />
support<strong>in</strong>g MOOC development <strong>and</strong> delivery. Content is provided us<strong>in</strong>g <strong>open</strong> source<br />
s<strong>of</strong>tware (such as Moodle <strong>and</strong> Drupal) <strong>and</strong> platforms (such as Google Play, AudioBoom,<br />
Bibblio, <strong>and</strong> FutureLearn, an OU MOOC host). In implement<strong>in</strong>g its OER strategy, the most<br />
senior support have been <strong>in</strong>volved, as well as academics, production, IT, the strategy<br />
development unit, bus<strong>in</strong>ess development units (BDU), market<strong>in</strong>g, <strong>and</strong> the technology<br />
enhanced learn<strong>in</strong>g (TEL) unit. Stakeholder groups have played a critical role <strong>in</strong> contribut<strong>in</strong>g<br />
to the development <strong>of</strong> <strong>and</strong> evaluation <strong>of</strong> the program, e.g., <strong>in</strong> consider<strong>in</strong>g <strong>new</strong> pedagogical<br />
approaches, bus<strong>in</strong>ess models, market strategies, <strong>and</strong> uses <strong>of</strong> technology. As the OER project<br />
evolved, management saw the need for a policy that would def<strong>in</strong>e how OER would be<br />

def<strong>in</strong>es purpose <strong>and</strong> types<br />
<strong>of</strong> <strong>open</strong> educational media with<strong>in</strong> the context <strong>of</strong> the OU; guidel<strong>in</strong>es for channels <strong>and</strong> for<br />
licens<strong>in</strong>g; key performance <strong>in</strong>dicators (KPIs); operat<strong>in</strong>g guidel<strong>in</strong>es (content licens<strong>in</strong>g); <strong>and</strong><br />
guidel<strong>in</strong>es for partnership <strong>and</strong> <strong>research</strong> projects. KPIs play a central role <strong>in</strong> measur<strong>in</strong>g the<br />
success <strong>of</strong> the OUUK strategy, <strong>and</strong> a focus on align<strong>in</strong>g KPIs with <strong>in</strong>stitutional mission <strong>and</strong><br />
