Monitor<strong>in</strong>g Progress on Open Education <strong>in</strong> Germany<br />

The rank<strong>in</strong>g is called [do:<strong>in</strong>dex], <strong>and</strong> is composed <strong>of</strong> five different parts which measure the<br />

contribution <strong>of</strong> different areas to the field <strong>of</strong> digital <strong>open</strong>ness: data, <strong>in</strong>formation, knowledge,<br />

<strong>in</strong>frastructure as well as learn<strong>in</strong>g <strong>and</strong> teach<strong>in</strong>g materials (OER). Collectively the rank<strong>in</strong>gs<br />

conta<strong>in</strong> 60 different <strong>in</strong>dicators <strong>in</strong> 97 questionnaires. The first data collection has been started<br />

<strong>in</strong> summer 2013. Results have been presented for the first time dur<strong>in</strong>g the Re:publica-<br />

Conference <strong>in</strong> May 2014 <strong>in</strong> Berl<strong>in</strong>, Germany <strong>and</strong> are go<strong>in</strong>g to be updated cont<strong>in</strong>uously every<br />

year. In total 48 regions have been <strong>in</strong>cluded <strong>in</strong> the survey <strong>in</strong> Germany, Austria <strong>and</strong><br />

Switzerl<strong>and</strong>. In Germany these are the 16 L<strong>and</strong>er <strong>and</strong> their capitals, as well as six further cities<br />

with more than 500.000 <strong>in</strong>habitants (Dobusch & Palmetsh<strong>of</strong>er, 2013). The rank<strong>in</strong>g <strong>in</strong>cludes<br />

the issue <strong>of</strong> <strong>open</strong> education <strong>and</strong> aims to measure the policy objective to make education more<br />

freely available <strong>and</strong> comprises OER (Dobusch & Palmetsh<strong>of</strong>er 2013; p.3). The OER<br />

questionnaire is composed <strong>of</strong> five categories: General <strong>in</strong>formation about OER, OER-Programs<br />

<strong>in</strong> educational <strong>in</strong>stitutions, licens<strong>in</strong>g, lighthouse projects, <strong>and</strong> any further <strong>in</strong>formation. The<br />

follow<strong>in</strong>g table (Table 1) shows the aggregated result <strong>in</strong> comparison <strong>of</strong> all 16 L<strong>and</strong>er <strong>of</strong><br />

Germany.<br />
