EuroDuaLE Erasmus+ project want to <strong>open</strong> the road for transnational cooperation for the provision <strong>of</strong> dual<br />
learn<strong>in</strong>g programmes. HEI are asked to strengthen the quality <strong>of</strong> the education provided, for example with<br />
the use <strong>of</strong> ICT solutions <strong>and</strong> more <strong>in</strong>novative tra<strong>in</strong><strong>in</strong>g approaches, <strong>open</strong> up to cross-national cooperation<br />
<strong>and</strong> relate more efficiently with the labour market (EU Modernisation Agenda for HE, 2011). EuroDuaLE<br />
project aim to put HEI at the centre <strong>of</strong> a <strong>new</strong> learn<strong>in</strong>g/tra<strong>in</strong><strong>in</strong>g framework, a <strong>new</strong> form <strong>of</strong> transnational dual<br />
learn<strong>in</strong>g driven by HEI which promotes formal learn<strong>in</strong>g comb<strong>in</strong>ed with apprenticeship possibilities <strong>and</strong><br />
work-based learn<strong>in</strong>g, as an approach to accompany European youth <strong>in</strong> their mobility experience. The<br />
framework implies form <strong>of</strong> physical mobility <strong>and</strong> virtual mobility, reduc<strong>in</strong>g the social costs <strong>of</strong> migration by<br />
us<strong>in</strong>g the potential <strong>of</strong> ICT solutions.<br />
The European Commission has clearly stated <strong>in</strong> the 2020 Strategy the will for a smart, susta<strong>in</strong>able <strong>and</strong><br />
<strong>in</strong>clusive growth, <strong>in</strong>creas<strong>in</strong>g significantly the <strong>in</strong>vestments for higher education, <strong>research</strong> <strong>and</strong> <strong><strong>in</strong>novation</strong>.<br />
Europe <strong>in</strong>creas<strong>in</strong>gly need people with the right comb<strong>in</strong>ation <strong>of</strong> transversal competences, digital skills,<br />
creativity <strong>and</strong> adaptability, together with solid technical knowledge depend<strong>in</strong>g on the specific field. Higher<br />
education programmes are too <strong>of</strong>ten beh<strong>in</strong>d compared to the emerg<strong>in</strong>g needs <strong>of</strong> the economy <strong>in</strong> general,<br />
<strong>and</strong> specifically to emerg<strong>in</strong>g career paths. High youth unemployment, even among highly skilled young<br />
adults, is the result <strong>of</strong> such delay, particularly dramatic <strong>in</strong> southern Europe.<br />
To facilitate youth <strong>in</strong>tegration <strong>in</strong> the labour market <strong>and</strong> stimulate job creation, <strong>and</strong> actual placement, there<br />
is need to close the gap between labour dem<strong>and</strong>s <strong>and</strong> people actual tra<strong>in</strong><strong>in</strong>g <strong>and</strong> competences. In this<br />
context, Dual Learn<strong>in</strong>g Systems seem to have the potential to substantially <strong>in</strong>crease the employability <strong>of</strong><br />
young people at the end <strong>of</strong> the educational experience.<br />
The project as a whole is therefore <strong>in</strong>novative <strong>in</strong> several ways:<br />
- propose a dual learn<strong>in</strong>g system applied to Higher Education, while nowadays mostly carried out by<br />
VET <strong>in</strong>stitutions.<br />
- emphasize the <strong>in</strong>ternational dimension <strong>of</strong> HEIs <strong>and</strong> apprenticeship<br />
- <strong>in</strong>troduce some form <strong>of</strong> <strong>in</strong>formal learn<strong>in</strong>g on-the-job which comb<strong>in</strong>ed with formal learn<strong>in</strong>g<br />
happen<strong>in</strong>g <strong>in</strong> HEIs gets <strong>of</strong>ficial recognition <strong>and</strong> assessment by the HEIs<br />
- propose a methodology as a reference for future plann<strong>in</strong>g at national <strong>and</strong> European level<br />
- explore the support dem<strong>and</strong> <strong>of</strong> young adults dur<strong>in</strong>g their mobility experience <strong>and</strong> job-related<br />
migrations<br />
