19 A Plan Might Be Welcome 324<br />

In effect, our “boat” has no “waterline” painted <strong>on</strong> its side to indicate<br />

when it is fully loaded. The word “macro” in macro-ec<strong>on</strong>omics makes it<br />

sound like the “big picture” view, but it’s really just intermediate. By<br />

analogy, we might say that micro-ec<strong>on</strong>omics is about underst<str<strong>on</strong>g>and</str<strong>on</strong>g>ing all<br />

the complex workings within a house or building. Macro-ec<strong>on</strong>omics<br />

c<strong>on</strong>cerns itself with the distributi<strong>on</strong> of various building types <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

functi<strong>on</strong>s within a city. Missing is a branch evaluating how many<br />

cities can fit <strong>on</strong> Earth <str<strong>on</strong>g>and</str<strong>on</strong>g> be supplied by the envir<strong>on</strong>ment. Ecological<br />

Ec<strong>on</strong>omics attempts to address this shortcoming, which is not important<br />

in an “empty” earth but becomes crucial as the human scale begins to<br />

dominate the planet.<br />

19.3.1 Steady State Ec<strong>on</strong>omy<br />

Chapter 2 dem<strong>on</strong>strated that ec<strong>on</strong>omic growth cannot go <strong>on</strong> forever.<br />

C<strong>on</strong>tinuing to operate as if growth can—<str<strong>on</strong>g>and</str<strong>on</strong>g> should—persist risks<br />

irrevocable damage to that from which all value ultimately depends <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

derives: a healthy natural envir<strong>on</strong>ment. The so<strong>on</strong>er we can jump ship to<br />

a new ec<strong>on</strong>omic model that can survive the l<strong>on</strong>g haul, the better.<br />

A few key principles will help flesh out aspects of how a steady state<br />

ec<strong>on</strong>omy might work. A critical goal is to reduce the flow (or dem<str<strong>on</strong>g>and</str<strong>on</strong>g>)<br />

of resources into the ec<strong>on</strong>omy, <str<strong>on</strong>g>and</str<strong>on</strong>g> reduce the waste (polluti<strong>on</strong>, CO 2 ,for<br />

instance) back into the envir<strong>on</strong>ment. This would be akin to diminishing<br />

the sizes of the two thick arrows in Figure 19.1. One approach would be<br />

to levy substantial taxes <strong>on</strong> every tree that is cut, mineral that is mined,<br />

drop of oil that is extracted, or wild animal that is unnaturally removed<br />

from the envir<strong>on</strong>ment. Likewise, a heavy tax would accompany disposal<br />

of waste <str<strong>on</strong>g>and</str<strong>on</strong>g> emissi<strong>on</strong>s of pollutants. Meanwhile, labor would no l<strong>on</strong>ger<br />

be taxed. Labor can add value to resources already in h<str<strong>on</strong>g>and</str<strong>on</strong>g>. The idea is<br />

to tax the damaging things, not the beneficial things.<br />

Think about what happens under these c<strong>on</strong>diti<strong>on</strong>s. Buying a newly<br />

manufactured item becomes expensive. Throwing away an old device<br />

becomes expensive. Repair (labor) becomes cheaper. Say goodbye to<br />

the disposable ec<strong>on</strong>omy, or “planned obsolescence.” Durable goods<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> lifetime warranties become popular. Items are designed to facilitate<br />

upgrade or repair. For instance, <strong>on</strong>ce you own a large display at high<br />

resoluti<strong>on</strong>, good c<strong>on</strong>trast, <str<strong>on</strong>g>and</str<strong>on</strong>g> good color representati<strong>on</strong>, it should satisfy<br />

for a lifetime. 29 <str<strong>on</strong>g>Human</str<strong>on</strong>g> visual acuity is static, <str<strong>on</strong>g>and</str<strong>on</strong>g> modern displays<br />

are effectively perfect, relative to our biological hardware. If a small<br />

electr<strong>on</strong>ic comp<strong>on</strong>ent fails, the envir<strong>on</strong>mental cost of manufacturing a<br />

whole new unit <str<strong>on</strong>g>and</str<strong>on</strong>g> disposing of the old <strong>on</strong>e is enormous—especially<br />

compared to the envir<strong>on</strong>mental cost of replacing the small failed comp<strong>on</strong>ent.<br />

At present, repair cost often exceeds the cost of replacement <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

disposal. 30 Under the new arrangement, we begin to place greater value<br />

in craftsmanship, community resources, <str<strong>on</strong>g>and</str<strong>on</strong>g> high-quality goods. 31<br />
