exactly, did they decide to have kids <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>tribute to the toll <strong>on</strong><br />
our planet? It was their choice (or inattenti<strong>on</strong>) that placed them in<br />
parental roles, <str<strong>on</strong>g>and</str<strong>on</strong>g> the entire planet—not just humans—pays a price<br />
for their decisi<strong>on</strong>, making it seem a bit selfish. 31 In the end, almost<br />
any decisi<strong>on</strong> we make can be called selfish, since we usually have<br />
our own interests at least partly in mind. So it is pointless to try<br />
assigning more or less selfishness to the decisi<strong>on</strong> to have kids or not<br />
to have them. But c<strong>on</strong>sider this: if the rest of the Earth—all its plants<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> creatures—had a say, do you think they would vote for adding<br />
another human to the planet? <str<strong>on</strong>g>Human</str<strong>on</strong>g>s have the capacity, at least, to<br />
c<strong>on</strong>sider a greater picture than their own self interest, <str<strong>on</strong>g>and</str<strong>on</strong>g> provide<br />
representati<strong>on</strong> to those sectors that otherwise have no rights or voice<br />
in our highly human-centric system.<br />

also satisfy many of these aims without<br />

3.4.2 Populati<strong>on</strong> Policy<br />
What could governments <str<strong>on</strong>g>and</str<strong>on</strong>g> other organizati<strong>on</strong>s do to manage populati<strong>on</strong>?<br />
Again, this is touchy territory, inviting collisi<strong>on</strong> between deeply<br />
pers<strong>on</strong>al or religious views <str<strong>on</strong>g>and</str<strong>on</strong>g> the state. China initiated a <strong>on</strong>e-child policy<br />
in 1979 that persisted until 2015 (excepti<strong>on</strong>s were granted depending<br />
<strong>on</strong> locati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> gender). The populati<strong>on</strong> in China never stopped climbing<br />
during this period, as children born during prior periods of higher<br />
birth rates matured <str<strong>on</strong>g>and</str<strong>on</strong>g> began having children of their own—even if<br />
restricted in number. The populati<strong>on</strong> curve in China is not expected to<br />
flatten out until sometime in the 2030–2040 period. 32 Such top-down<br />
policies can <strong>on</strong>ly be enacted in str<strong>on</strong>g authoritarian regimes, <str<strong>on</strong>g>and</str<strong>on</strong>g> would<br />
be seen as a severe infringement <strong>on</strong> pers<strong>on</strong>al liberties in many countries.<br />
Religious belief systems can also run counter to deliberate efforts to limit<br />
populati<strong>on</strong> growth. In additi<strong>on</strong>, shrinking countries are at a competitive<br />
disadvantage in global markets, often leading to policies that incentivize<br />
having children.<br />
One striking example of rarely-achieved sustainable populati<strong>on</strong> c<strong>on</strong>trol<br />
comes from the South Pacific isl<str<strong>on</strong>g>and</str<strong>on</strong>g> of Tikopia [21]. Maintaining a stable<br />
populati<strong>on</strong> for a few thous<str<strong>on</strong>g>and</str<strong>on</strong>g> years <strong>on</strong> this small isl<str<strong>on</strong>g>and</str<strong>on</strong>g> involved not <strong>on</strong>ly<br />
adopting food practices as close to the isl<str<strong>on</strong>g>and</str<strong>on</strong>g>’s natural plants as possible,<br />
but also invoking strict populati<strong>on</strong> c<strong>on</strong>trols. The chiefs in this egalitarian<br />
society routinely preached zero populati<strong>on</strong> growth, <str<strong>on</strong>g>and</str<strong>on</strong>g> also prevented<br />
overfishing. Strict limits were placed <strong>on</strong> family size, <str<strong>on</strong>g>and</str<strong>on</strong>g> cultural taboos<br />
kept this small isl<str<strong>on</strong>g>and</str<strong>on</strong>g> at a populati<strong>on</strong> around 1,200. 33 Populati<strong>on</strong> c<strong>on</strong>trol<br />
methods included circumventing inseminati<strong>on</strong>, aborti<strong>on</strong>, infanticide,<br />
suicide, or “virtual suicide,” via embarking <strong>on</strong> dangerous sea voyages<br />
unlikely to succeed. In this way, the harshness of nature was replaced by<br />
harsh societal norms that may seem egregious to us. When Christian<br />
missi<strong>on</strong>aries c<strong>on</strong>verted inhabitants in the twentieth century, the practices<br />
of aborti<strong>on</strong>, infanticide <str<strong>on</strong>g>and</str<strong>on</strong>g> suicide were quenched <str<strong>on</strong>g>and</str<strong>on</strong>g> the populati<strong>on</strong><br />
The net effect of the various excepti<strong>on</strong>s<br />
meant that for most of this period half of<br />
Chinese parents could have a sec<strong>on</strong>d child.<br />
