Councils, dr#cided that popular
participation is the best and
most advantegous way to carry
out public works.

It is to those citizens -the real
people- who working shoulder
to shoulder giving much of their
time and effort, are today
briuging their communities out
of the underdevelopment.
It is also in recognition to those
individuals working at the
upper levels of government,
who are contributing, with ­
solidary enthusiasm, to develop
this new concept of "Popular
Participation", to build thbir
own future.
The OPEN TOWN MEETINGS
are the engine for community
improvement. Throughout El
Salvador, Salvadorans are
participating together to aolve
their problems. Popular participation
is, undoubtedly, the
most valuable tool that the new
Salvadoran democratic society
has. Today, farmer.,, labourers,
teachers, governmental employees,
households, cooperative
members, professionals, are
participating together in the
democratic process.. .all of them
have the same
purpose.. .seeking better living
conditions for all Salvadorans...
the dream to provide, for
present and future generations,
a different and better country...
It is in the Open Town
Meetings where community
participation is developed and
made concrete. In the Open
Town Meetings, there is also
the decision making capacity;
communities are there to
express their opirlions and solve
problems; every community es
aware of its participation,
because the necessary solutions
are solutions that need to be
solved with popular
participation.

example of the hard work

carried out by the Salvadoran
people, who by building a bette
future in every community, arc
contributing to strenghten the
democratic process in El
Salvador.
Governmental support, added
to the generous international
assistance, is crucial for the
community to develop the
decision making process. This
the way the PEACEFUL
REVOLUTION is being reinforced
in El Salvador,
strenghtened by popular
participation, solidarity, hard
work, and above all...full of
enthusiasm.
