It is worth mentioning the
efforts being made by the
Salvadoran Institute for
Community Development,
ISDEM. This institution, since
its creation in 1987, works for
the communities by offering
technical support, especially in
the area of community
managment and planning
improvement,
ISDEM was created based on
the Constitutional Decree of
1983, which establishes, that in
order to reach a true democracy
in El Salvador, it is necessary
to provide communities with
autonomy, allowing people to
fully participate in the process.
ISDEM's main task is +o
strenghten local governments
to create a new administration
able to meet the challenges
imposed by their communities
as generators for local
development.
According to its organizational
law, ISDEM is a private entity
with political rights, especialized
in the field of Community
Management. in the area of
administrative technical assistance,
ISDEM provides advise
such as community management
techniques, internal
administrative control systems,
funding systems, accounting,
financial and administration
guides, and preparation of
community budgets and tariffs.
ISDEM provides permanent
trainig programs to community
officials and employees. It also
encourages inter-community
coordination and promotes
active exchange of information
and experience among
communities, according to its
organizational law.
Assistance from this institution
is also crucial for Salvadoran
communities' development and
strengthening. Thus, the
Salvadoran democratic process
is progressing with the
enthisiastic participation of the
people at all levels.
