But free and spontaneous participation, also demands education: People will understand the importance, mechanisms and results through popular participation, encouraging principles such as individual efforts for the cornmon benefit and solidarity, required to upgrade the values of human beings. Co-determination is defined by experts as the mutual cooperation between exchange agents dedicated to encourage social development and improve people's conditions of living to reach joint decisions. This is a model that demands capacity and comritment to encourage participants to get involved actively in the decision making process. By participating in the Open Town Meetings, apathy and frustration will be avoided over the effort to solve their* problems; it minimizes past or present resentments, especially due to the lack of authority over the powerful bureaucratic structure. Participation also produces, in the people, a sense of capability to decide their own future, taking awareness of its purposes and encouraging it to develop capabilities and acquire the necessary knowledge to get involved with advantage in the decision naking process. The experience cultivated by Salvadorans in the Open Town Meetings is permitting them to understand and harmonize the values of the democratic system, to exercise freedom within a participative context; thus, experiencing a climate of freedom, recognition and equality of the people by practicing their rights and duties with a civic spirit. Undoubtedly, popular participation is a key element to build a participant democracy. The decision making process and the development planning is enrichedand strengthed by popular participation, contrary to the theorical vision of a desk planner. It is also necessary to recognizE the effort invested in time, money and dedication made by governmental officers and excbange agents in the promotion and consolidation of the popular participation process, since this is considerec one of the best ways to build on sound bases to obtain people's development and well being...and of course, the PEACEFUL REVOLUTION process. - .
