Final decisions on funding of road projects often are based more on political<br />

rather than on economic and social factors. In many countries this results in<br />

most expenditures being made In major population centers at the expense of the<br />

hinterland. El Salvador will reverse that practice at least during the<br />

recovery period.<br />

Projects No.1 and 3 in table 0.10 might be directed toward the National<br />

Recovery Plan if funds were provided in time. The other projects In table 0.10<br />

are included in the road and highway component as complementary costs,<br />

for implementation until later, or after execution of the<br />

National Recovery Plan. A possible exception Is Project No.6.<br />
