Water and sanitation ccverage is still quite limited, particularly in the
rural areas. In [989, water sewage coverages in the rural areas were
estimated at 19% and 36%, respectively, nearly one-half of the national
average of 49% and 60%. To reach a national coverage of 75% in water and
sanitation by the turn of the century, El Salvador would need to invest some
USS40 million a year, a large share of which in the rural areas (ANDA).
NOTE: ANDA correctly states the need for a water supply and sewage sector
investment of at least $40 million per year. In fact, this estimate may be
low by a factor of 2 if all the people were eventually to have reasonably good
access
to high quality potable water and waste water disposal. Thus,
requirements in both the MIPLAN investment priorities list above and the
National Recovery Plan apparenntly were established more on the base of
existing capabilities of the sector institutions than by the needs of the
people nation wide. The needs of the people in the rest of the country should
be addressed with the same priorities as those of San Salvador.
In any event, the needs set out in the National Recovery Plan are in addition
to those in the investment priorities list: $44.7 million.
