Water and sanitation ccverage is still quite limited, particularly in the<br />

rural areas. In [989, water sewage coverages in the rural areas were<br />

estimated at 19% and 36%, respectively, nearly one-half of the national<br />

average of 49% and 60%. To reach a national coverage of 75% in water and<br />

sanitation by the turn of the century, El Salvador would need to invest some<br />

USS40 million a year, a large share of which in the rural areas (ANDA).<br />

NOTE: ANDA correctly states the need for a water supply and sewage sector<br />

investment of at least $40 million per year. In fact, this estimate may be<br />

low by a factor of 2 if all the people were eventually to have reasonably good<br />

access<br />

to high quality potable water and waste water disposal. Thus,<br />

requirements in both the MIPLAN investment priorities list above and the<br />

National Recovery Plan apparenntly were established more on the base of<br />

existing capabilities of the sector institutions than by the needs of the<br />

people nation wide. The needs of the people in the rest of the country should<br />

be addressed with the same priorities as those of San Salvador.<br />

In any event, the needs set out in the National Recovery Plan are in addition<br />

to those in the investment priorities list: $44.7 million.<br />
