Acceptance Criteria<br />

REAcToR CooLANr SYSTEM<br />

The acceptance criteria for the information on the nitrogen-16 control system<br />

include the'following:<br />

* The reduction in personnel exposure to nitrogen-16 should be consistent<br />

with the nitrogen-16 analyses in Chapter 11 ofthe SAR. Total dose shall<br />

bnot exceed the requirements of 10 CFR <strong>Part</strong> 20 and should be consistent<br />

- with the fLcility ALARA program.<br />

* System design should not<br />

'-, ,decrease cooling efficiency so that any limiting safety system setting<br />

,would be'exceeded<br />

- lead to uncontrolled release or loss of coolant if a malfunction were<br />

to occur<br />

- prevent safe reactor shutdown and removal of decay heat sufficient<br />

to avoid fuel damage<br />

* The applicant should identify operational limits, design parameters, and<br />

surveillances to be included in the techhical specifications.<br />

Review Procedures<br />

The reviewer should evaluate the design bases and functional requirements of the<br />

system designed to control personnel exposures to nitrogen-16 by<br />

* confirming the amount of nitrogen-I 6 predicted by the SAR analysis at the<br />

proposed power level and the potential personnel exposure rates, including<br />

exposures from direct radiation and airborne nitrogen-16<br />

* reviewing the type of system and the decrease in exposure rates<br />

* reviewing the effect of the proposed system on the full range of normal<br />

reactor operations<br />

* reviewing the possible effects of malfunctions of the nitrogen-16 control'<br />

system on reactor sfety, safe'reacitr shutdowni,'and release of<br />

contaminated primary coolant<br />
