No geographic or demographic characteristics of the facility site could<br />

render the site unsuitable for operation of the proposed reactor. For<br />

example, information presented demonstrates that the property and<br />

political jurisdictions are sufficiently defined and sufficiently stable that<br />

there is reasonable assurance that the applicant can exercise necessary<br />

radiological control throughout the facility boundaries.<br />

In addition, land use in the area of the facility is sufficiently stable or well<br />

enough planned that likely potential radiological risks to the public can be<br />

analyzed and evaluated with reasonable confidence. Existing and projected<br />

land-use information includes population distribution, densities, and other<br />

relevant characteristics, so that projected doses can be shown not to exceed<br />

the applicable limits.<br />

Review Procedures<br />

The information in this section of the SAR forms the basis for evaluations<br />

performed in other chapters. Therefore, the reviewer should ascertain that<br />

sufficient site-related information supports the subsequent analyses of issues<br />

related to the distribution of population around the proposed reactor.<br />

As part of this review, the reviewer should check the exclusion area distances<br />

against distances used in analyses presented in Chapters 11 and 13 of the SAR.<br />

The map provided should be scaled to check distances specified in the SAR and to<br />

determine the distance-direction relationships to area boundaries, roads, railways,<br />

waterways, prevailing winds, and other significant features of the area.<br />

A visit to the site under review permits a better understanding of the physical<br />

characteristics of the site and its relationship to the surrounding area. It permits<br />

the reviewer to gather information, in addition to that supplied in the SAR, which<br />

is useful in confirming SAR analyses.<br />

The site should be visited after the initial review of the complete SAR, and after<br />

requests for additional information are developed and sent to the applicant.<br />

Evaluation Findings<br />

This section of the SAR should contain sufficient information to support the<br />

following types of conclusions, which will be included in the staffs safety<br />

evaluation report:<br />

The information is sufficiently detailed to provide an accurate description<br />

of the geography surrounding the reactor facility.<br />
