This standard review plan covers a variety of site conditions and plant designs.<br />

Each section contains the necessary procedures and acceptance criteria for all<br />

areas of review pertinent to that section. However, not all of the guidance in this<br />

standard review plan may be applicable to every non-power reactor type licensed<br />

by <strong>NRC</strong>. There may be instances in which the applicant has not addressed a topic<br />

in the format and content guide because the applicant has made a determination<br />

that the guidance is not applicable to the particular reactor. The reviewer should<br />

be aware of the general non-power reactor types and the differences between the<br />

types. If it is not clear to the reviewer that specific guidance is not applicable to<br />

the reactor under review, the applicant may be asked why a particular issue is not<br />

addressed in the SAR. The reviewer may select and emphasize particular aspects<br />

of each standard review plan section, as is appropriate for the application. In some<br />

cases, the major portion of the review of a facility feature may be done generically<br />

with the designer of that feature rather than during reviews of each particular<br />

application. In other cases, a facility feature may be sufficiently similar to that of a<br />

previously reviewed facility so that an additional review of the feature is not<br />

needed. For these and other similar reasons, the reviewer may choose not to carry.<br />

out in detail all of the review steps listed in each standard review plan section for<br />

every application. Rationale for each decision should be documented in the<br />

appropriate section of the SARI<br />

Document Structure<br />

<strong>Part</strong>s 1 and 2 of this document are complementary, titles and numbers of sections<br />

correspond to the SAR sections This document consists of subsections for areas<br />

of review, acceptance criteria, review procedures, and evaluation findings for each<br />

section of the SAR to be reviewed and evaluated. The subsections are defined as<br />

follows:<br />

* Areas of Review. This subsection describes the scope of the review,<br />

including a description of the systems, components, analyses, data, or other<br />

information that is part of the particular safety analysis section under<br />

review.<br />

* Acceptance Cnteria. This subsection states the purpose of the review, the<br />

applicable <strong>NRC</strong> requirements, and the technical bases for determining the<br />

acceptability of the design or the programs within the scope of the review.<br />

The technical bases comprise such specific criteria as <strong>NRC</strong> regulatory<br />

guides, codes and standards, branch technical positions, and other criteria<br />

that apply to non-power reactors.<br />

NRR technical positions or practices describe the technical bases for<br />

sections of this standard review plan. These positions typically explain the<br />

solutions and approaches determined to be acceptable in the past by<br />
