Reiew Procedures<br />

The reviewer should compare the information with the guidance in ANSI/ANS<br />

15.1-1990 and Chapter 14 of the format and content guide. The reviewer should<br />

confirm that the SAR provides a basis for the technical specifications requirements<br />

for procedures. Special circumstances or unusual utilization programs may require<br />

procedural topics beyond those given in the various guidance documents.<br />

Evaluation Findings<br />

This section of the SAR should contain sufficient information to support the<br />

following types of conclusions, which will be included in the staffs safety<br />

evaluation report:<br />

* The applicant has proposed a set of required procedures that is appropriate<br />

to operation of the facility as proposed in the SAR and is acceptable to the<br />

* The applicant has described the review and approval process for<br />

procedures and has also described the method for making minor and<br />

substantive changes to existing procedures and for the temporary deviation<br />

from procedures during operations. The staff has determined that the<br />

process and method described by the applicant will ensure proper<br />

management control and proper review of procedures.<br />

12.4 Required Actions<br />

The reviewer should examine the applicant's definition of reportable events and the<br />

actions to be taken after 'a reportable event or a violation of the facility safety<br />

limits. Some events may occur that the applicant does not consider to be<br />

reportable. The applicant is still required to take whatever actions are necessary to<br />

protect the health and safety of the public, regardless of whether an event is<br />

considered reportable. One difference between reportable aind non-reportable<br />

events involves the timing of informing <strong>NRC</strong> of the event The applicant is<br />

expected to keep records of all events, reportable or not, that would be reviewed<br />

by <strong>NRC</strong> during routine inspections. The discussion on reportable events should<br />

include notification of management, specification of immediate corrective actions<br />
