8 ELECTRICAL POWER SYSTEMS<br />

In this chapter of the SAR, the applicant discusses and describes the electrical<br />

power systems at a non-power reactor facility designed to support reactor<br />

operations. All non-power reactors require normal electrical service. Some nonpower<br />

reactors may also require emergency electrical service to perform certain<br />

functions related to reactor safety to ensure that, given a loss of normal electric<br />

service, sufficient power will be available for mitigating the events discussed in<br />

SAR Chapter 13, 'Accident Analysis." The design bases for these functions are<br />

provided on a case-by-case basis in other chapters of the SAR, such as Chapter 4,<br />

"Reactor Description"; Chapter 5, "Reactor Coolant Systems"; Chapter 7,<br />

Instrumentation and Control Systems"; Chapter 9, "Auxiliary Systems";<br />

Chapter 10, 'Experimental Facilities and Utilization"; Chapter 11, "Radiation<br />

Protection Program and Waste Management"; and Chapter 13. Design and<br />

functional information in Chapter 8 should be provided under the two categories:<br />

normal and emergency electrical power systems.<br />

8.1 Normal Electrical Power Systems<br />

Areas of Review<br />

Normal electrical power systems at non-power reactors are designed for safe<br />

operation and shutdown of the reactor, and to provide for reactor use.' The'areas<br />

of review for normal electrical power systems include these functions. In geheral<br />

non-power reactors are designed for fail-safe passive shutdown by a reactor scram<br />

in the event of the loss of offsite electrical services. Therefore, specially designed<br />

active systems and components are not generally required. The reactor design<br />

should use high-quality, commercially available components and wiring in<br />

accordance with applicable codes in the normal electrical systems.<br />

Specific areas for review for this section are discussed in Section 8.1 of the<br />

standard format and content guide.<br />

Acceptance Criteria<br />

- The acceptance criteria for the information on normal electrical power systems at<br />

non-power reactor facilities include the following:<br />

* The design and functional characteristics should be comnmensurate with the<br />

design bases, which are derived from other chapters of the SARP<br />

* The facility should have a dedicated substation or a shared system designed<br />

to provide reasonable assurance that other uses could not prevent safe<br />

reactor shutdown.<br />
