12.2 Review and Audit Activities<br />

Areas of Review<br />

Because strong, independent oversight is very important to the safe operation of<br />

the facility and the protection of the health and safety of the public, <strong>NRC</strong> expects<br />

review and audit programs to be viable and fly supported by the licensee.<br />

Independent review of certain activities by experts, strengthens the program.<br />

Independent audit allows the licensee to find and correct problems before <strong>NRC</strong><br />

discovers them. Review and audit activities should focus on the following areas:<br />

* composition and qualification of the committee members<br />

* charter and rules of the committee<br />

* conduct of the review function<br />

* conduct of the audit fiinction<br />

The requirements for review and audit activities at non-power reactor facilities are<br />

similar in the various reactor designs. These activities are discussed in Chapter 14<br />

of the format and content guide. Additional details on the areas of review can be<br />

found in this chapter of the format and content guide.<br />

Acceptance Crteria<br />

The acceptance criteria for the information on review and audit activities include<br />

the following:<br />

* The applicant should discuss the composition of the review and audit<br />

committee. One committee can perform both functions, or each function<br />

can be assigned to each of two committees. The review committee may<br />

have the authority to approve submitted documents or may give advice to<br />

the facility director. If the review and audit functions are separate, a<br />

minimum of three persons should be on the review committee and one<br />

person on the audit committee. The committee members should represent<br />

abroad spect of expertise (e.g., nuclear engineering, electrical<br />

engineering, mechanical engineering, and radiation protection); the exact<br />

composition of the committee will vary from facility to fahiuiiy. Committee<br />

members should be appointed by the highest level of upper management. It<br />

is also desirable to have members on the committee who are not employed<br />

by the reactor owners.<br />

* The applicant should discuss the charter and rules that govern the<br />

operation 8f the comnmittee. The committee should meet at least once a<br />

year [10 CFR 20.1101(c), for example, requires an annual review of the<br />

content and implementation of the radiation protection program]. A<br />
