the facility and the operators. The operating test should be given' annually<br />

and should be used to determine areas where retraining is needed.<br />

The requalification plan should include systematic observation' and<br />

evaluation by supervisors of the performance and competency of operators<br />

as specified in 10 CFR 55.59(cX4)(iii).<br />

* The evaluation of operators should include sinulation of emergency or<br />

abnormal conditions as specified in 10 CFR 55.59(c)(4)(iv).<br />

* Acceptance criteria for acceptable operator performance on examinations<br />

and tests should be given. Operatorsmust score at least 70 percent to pass<br />

written examinations. Minimum acceptable performance on operating tests<br />

should be determined and documented by the applicant before testing<br />

begins.<br />

* The applicant should discuss provisions for'accelerated requalification if<br />

performance evaluations indicate the need [see 10 CFR 55.59(c)(4)(v)].<br />

This includes the status of the operator during retraining, the formn<br />

retraining will take, and the acceptance criteria to complete retraining.<br />

* The applicant should maintain records in accordance with the requirernents<br />

in 10 CFR 55.59(cX5).<br />

* The applicant should discuss the requirements for operators to maintain<br />

active status. At a minimum, operators should actively perform the,<br />

functions of a reactor operator or senior reactor operator for 4 hours per<br />

calendar-quarter.<br />

* The applicant should discuss the requirements for inactive operators to<br />

return to active status. At a minimum, the requirements should meet those<br />

discussed in 10 CFR 55.53(f).<br />

* The applicant should require audits of the plan by the facility review and<br />

audit committee at least every other year. This audit requirement should be<br />

- given ini the plan or in the technical specifications.<br />

Renew Procedures<br />

The reviewer should confirm that the information in the reactor operator<br />

requalification plan includes that given in the areas of review. The plan should.<br />

meet the reqiiiremehts'of 10 CFR <strong>Part</strong> 55 and the acceptance criteria above. The<br />

reviewer should note that 10 CFR 55.59(c)(7) recognizes that non-power reactors<br />

have specialized modes of operation and differences in control, equipment, and<br />
