17-1.2 Technical Specifications<br />

If the licensee proposes changes to the technical specifications, they should be<br />

based on conditions analyzed in the possession-only safety analysis. The changes<br />

to the technical specifications should consist mainly of removing selected<br />

specifications rather than adding new specifications. The safety limits and limiting<br />

safety system settings may be removed from the possession-only license technical<br />

specifications because the reactor is no longer authorized to operate. The<br />

technical specifications should contain limiting conditions of possession analogous<br />

to the limiting conditions for operation for an operating reactor. Many of the<br />

limiting conditions for operation can be removed from the technical specifications<br />

or relaxed because the facility will not operate again. These specifications should<br />

include a list of radiation instruments necessary to monitor and provide minum<br />

indications of migration or other unplanned changes in radiological conditions.<br />

Corrosion or degradation of equipment that confines radioactivity should be<br />

monitored. To limit corrosion, potentially radioactive liquids should be monitored<br />

for acceptable pH and electrical conductivity. There should be provisions for<br />

circulating coolant if coolant is required to remove decay heat or to control water<br />

quality. There should be provisions for detecting the loss of coolant if coolant is<br />

required for radiation shielding or for protection of the fuel<br />

If the fuel has not been removed from the facility, the technical specifications<br />

requirements for preventing criticality (core monitoring instrumentation and<br />

control rod inspection) and ensuring cladding integrity (fuel inspection and water<br />

quality) need to remain.<br />

The technical specifications should contain a surveillance section that should<br />

include surveillance provisions for the limiting conditions for possession discussed<br />

above. The surveillance specifications should state the conditions or equipment<br />

monitored, the procedures, the instruments, the schedule, and the acceptable limits,<br />

unless they are given in the limiting operational conditions for possession.<br />

The technical specifications should contain a section on facility description that<br />

should concisely specify the boundaries of the restricted area to which the<br />

possession-only license amendment will apply and other design features that are<br />

still applicable to the possession-only license.<br />

The administrative section of the technical specifications would change little from<br />

that in the technical specifications for an operating reactor. This section should<br />

give the information necessary to ensure continued management of the facility and<br />

should describe personnel and programs for specified surveillance and maintenance<br />

activities.<br />
