CRAMER I<br />

The proposed operating conditions and schedules are consistent with those<br />

of similar facilities that have been found acceptable to the staff and with<br />

the design features of the facility. The proposed operations are consistent<br />

with relevant assumptions in later chapters of the SAR, in which any safety<br />

implications of the proposed operations are evaluated. The proposed<br />

operating power levels and schedules are in accordance with the proposed<br />

license conditions.<br />

1.7 Compliance With the Nuclear Waste Policy Act of<br />

1982<br />

Area of Review<br />

The reviewer should confirm that the applicant has contracted with the U.S.<br />

Department of Energy (DOE) to dispose of high-level waste and irradiated (spent)<br />

fuel.<br />

Acceptance Citeria<br />

Acceptance criteria for the information on compliance with the Nuclear Waste<br />

Policy Act of 1982 should include the following:<br />

* The applicant should have submitted a summary of the contract with DOE<br />

to dispose of high-level waste and irradiated (spent fuel).<br />

* The applicant should have indicated where a copy of the contract letter can<br />

be found in the SAR.<br />

Review Procedfres<br />

The reviewer should compare the content of the SARwith that suggested in this<br />

section of the format and content guide. If necessary, the appropriate DOE<br />

representatives could confirm the contract.<br />

Evaluation Findings<br />

This section of the SAR should contain sufficient information to support the<br />

following types of conclusions, which will be included in the staffs safety<br />

evaluation report:<br />

(If the applicant is a university or government agency) The Nuclear<br />

Waste Policy Act of 1982, Section 302(b)(1)(B), states that <strong>NRC</strong> may<br />

require, as a precondition to issuing or renewing an operating license for a<br />

research or test reactor, that the applicant shall have entered into an<br />
