* The design offers reasonable assurance that the shield can be successfully<br />

installed with no radiation treaming or other leakage that would exceed<br />

the limits of 10 CFR <strong>Part</strong> 20 and the guidelines ofthe facity ALARA<br />

-program.<br />

* Reactor components are sufficiently shielded to avoid significant radiationrelated<br />

degradation or malfunction.<br />

* The applicant has justified appropriate limiting conditions for operation and<br />

surveillance requirements for the 'shield and included them in the technical<br />

specifications. '<br />

4.5 Nuclear Design ; . .<br />

In this section of the SAR, the applicant should show how the systems described in<br />

this chapter function together to form a nuclear reactor that can be operated and.<br />

shut down safely from any'operating condition. The analyses should address all<br />

possible operating conditions (steady and pulsed power)'throughout the reactoes<br />

anticipated life cycle Because the information in this section describes the<br />

characteristics necessary to ensure safe and reliable operation, it will determine the<br />

design bases for most other chapters of the SAR and the technical specifications.<br />

The text, drawings, and tables should completely describe the reactor operating<br />

characteristics and safety features.<br />

The acceptance criteria for the information on normal operating conditions include<br />

The information should show a complete, operable reactor core. Control<br />

rods should be sufficiently redundant and diverse to control all proposed<br />

excess reactivity safely and to safely shut down the reactor and maintain it<br />

in a shutdown condition. The analyses of reactivities should include<br />

individual and total control rod effects.<br />
