1711.3 Emergency, Physical Security, and Operator Requalification Plans<br />

Amending an operating license to a possession-only license may allow nmor<br />

changes in emergency and physical fsecurity plans if the fuel is removed from the<br />

site. However, the regulations do not allow automatic elimination of the plans.<br />

See this section of the format and content guide and Sections 6 and 7 of<br />

Appendix 17.1 of this review plan for a complete discussion.<br />

The reviewer should verify that theilicensee has implemented for each plan one of<br />

the following:<br />

e -'The licensee has not requested changes to the plan and will follow the<br />

requirements of the plan. . -<br />

* The licensee has not made changes to the plan that decrease its<br />

effectiveness underthe requirements of l CFR 50.54.<br />

* For changes to the plan that decrease its effectiveness, the licensee has<br />

justified the changes and submitted them to <strong>NRC</strong> for review.<br />

* -The licensee has applied to <strong>NRC</strong> for an exemption from the regulatory<br />

requirements to maintain the plan.<br />

'If fuel has been removed from the faiflityiand the possession of fuel is no longer<br />

authorized, licensed reactor operators are no longer required and the licensee may<br />

request that the requalification plan be eliminated. However, to move reactor fuel<br />

requires the presence'of a qualified senior reactor operator or a licensed fuel<br />

handler.<br />

17.2.1.4 Possession-Only License Amendment Safety Analysis<br />

Even though the potential radiological hazards to the workers and the public are<br />

expected to be fewer for a permanently shitdown non-power reactor, the licensee<br />

should carefully consider them. These hazards should be discussed anfd analyzed in<br />

the possession-only amendment safety analysis. The primary purpose of this'safety<br />

analysis is to show that the facility can be possessed in a way that protects the<br />

health and safety of the facility staf, the public, and the environment.'<br />

If the licensee has requested only to delete the authority to operate the facility<br />

without other changes in the license or technical specifications, the safety analysis<br />
