- design for the complete range of normal reactor operating<br />

conditions<br />

- design to cope with anticipated transients and potential accidents<br />

- design redundancy to protect against unsafe conditions in case of<br />

single failures of reactor protective and safety systems<br />

- design to facilitate inspection, testing, and maintenance<br />

- design to limit the likelihood and consequences of fires, explosions,<br />

and other potential manmade conditions<br />

- quality standards commensurate with the safety function and<br />

potential risks<br />

- design bases to withstand or mitigate wind, water, and seismic<br />

damage to reactor systems and structures<br />

- analysis of function, reliability, and maintainability of systems and<br />

components<br />

In this section the applicant should identify the structures, systems, and<br />

components by function(s), modes of operation, location, type(s) of actuation,<br />

relative importance in the control of radioactive material and radiation, applicable<br />

design criteria, and the chapter and section in the SAR where these design criteria<br />

are applied to the specific structure, system, or component.<br />

Review Procedures<br />

The reviewer should compare the specified design criteria with the proposed and<br />

analyzed normal reactor operation, response to anticipated transients, and<br />

consequences of accident conditions applicable to the appropriate structures,<br />

systems, and components assumed to function in each chapter of the SAR.<br />

Evaluation Findings<br />

This section of the SAR should contain sufficient information to support the<br />

following type of conclusion, which will be included in the staffs safety evaluation<br />

report:<br />

The design criteria are based on applicable standards, guides, codes, and<br />

criteria and provide reasonable assurance that the facility structures,<br />

systems, and components can be built and will function as designed and<br />
