identification of possible and probable radioactive contaminants resulting<br />

from operation of the facility, selection of sampling materials and locations<br />

(include maps), sample collection methods and frequency, sampling and<br />

counting equipment, and sample analysis techniques, sensitivities, and<br />

detection limits.<br />

Accepktace Crieria<br />

Acceptance criteria for the environmental monitoring program should include the<br />

following:.<br />

* The documentation should discuss the environmental quality commitments<br />

that the program should address and the standards that were used in<br />

development of the program.<br />

* The methods used to establish the preoperational baseline conditions for<br />

new facilities should be described.<br />

* The methods and techniques to sample- and analyze the radiological effect<br />

of facility operation should be complete, applicable; and of sufficient<br />

validity that the environmental impact can be unambiguously assessed.<br />

Results should be compared with preconstruction or preoperation<br />

envronmental data.<br />

* The environmental monitoring program should provide confidence that a<br />

significant radiological impact on the environnment from the facility would<br />

be detected and the type and magnitude of the radiological impact would<br />

be determined.<br />

Reiew Procedures<br />

The reviewer should confirm that the infonnation in the SAR addresses the issues<br />

included in the acceptance criteria and contains the information requested in the<br />

environmental monitoring section of the format and content guide. The reviewer<br />

should examine the plans and methods designed to assess changes in the<br />

environment related to utilization and operation of the reactor. The reviewer<br />

should also examine plans for verifying and documenting the results.<br />
