11.13 ALARA Program<br />

Areas of Review<br />

To evaluate the provisions at the'facility for maintaining worker and public doses<br />

and radiological releases ALARA, the reviewer should verify that the applicant's<br />

submittal includes, but is not limited to, the following:<br />

* A description of the ALARA program for the facility.<br />

* A description of the methods to establish and change policy for this<br />

program, including the management level and authority by which the policy<br />

is established.<br />

* A description of how this program is implemented for all activities at the<br />

facility to maintain radiation doses of all personnel and releases of effluents<br />

to the unrestricted area ALARA. The description should include criteria<br />

for considering economic factors in the ALARA analyses, for establishing<br />

ALARA goals, and for revising or terminating a proposed activity.<br />

Accepdace Criteria<br />

Acceptance criteria for information concerning the ALARA program include the<br />

following:<br />

* The facility ALARA program should require that radiation doses received<br />

by facility staff and the public are maintained as low as is reasonably<br />

achievable, economic factors having been taken into account. The facility<br />

should have established ALARA goals.<br />

* The highest levels of facility management should be committed to the<br />

ALARA program. (For universities, this commitment should come from<br />

the upper university administration.) The commitment should be shown by<br />

active management involvement in the program and should be clearly<br />

stated in writing to all personnel.<br />

* Supervisory personnel should be required to periodically review exposure<br />

records for the personnel under their control to determine the trends and<br />

factors that contribute to personnel exposures and the methods for<br />

reducing exposure.<br />

* Facility management should ensure that sufficient emphasis is placed on<br />

and sufficient resources are given to ALARA considerations during design,<br />

construction, and operation of facilities, in the planning and implementation<br />

<strong>NUREG</strong>-<strong>1537</strong>,PART2 1 1-10 REV 0, 2196
