17 DECOMMISSIONING AN) POSSESSION-ONLY<br />

LICENSE AMENDMENTS<br />

This chapter contains guidance for evaluating decommissioning plans (DPs),<br />

requests for license termination, and applications for possession-only license<br />

amendments for non-power reactors. These applications are submitted by nonpower<br />

reactor licensees who wish to terminate operations and decommission their<br />

facilities.<br />

During the past 54 years, many non-power reactors, critical facilities, and specialpurpose<br />

reactors have been dismantled, decontaminated, decommissioned, and<br />

released for unrestricted use. In the absence of detailed regulations governing.<br />

decommissioning, <strong>NRC</strong> has developed a systematic approach for licensee and<br />

<strong>NRC</strong> actions to terminate facility licenses [American National Standards<br />

Institute/AmericanNuclear Society (ANSI/ANS) 15.1-1981 and <strong>NRC</strong> 'Guidance<br />

and Discussion of Requirements for an Application To Terminate a Non-Power<br />

Reactor Facility Operating License]. Among these actions are issuance of<br />

possession-only license amendments and orders authorizing facility dismantlement.<br />

On June 27, i988, <strong>NRC</strong> published a notice of rulemaking (53 FR 24018) amending<br />

its regulations. These amendments affected the decommissioning of licensed<br />

reactor acilities. The amended regulations broaden the requirements leading to<br />

license termination, but do not change the charamteristics of possession-only<br />

license amendments. The reviewer should be aware that additional changes have<br />

been proposed to the decommissioning regulations (see 60 FR 37374). Therefore,<br />

the following guidance is offered in the interim to facilitate the review of<br />

decommissioning activities during this period.<br />

Because not all licensees request a possession-only license amendment before<br />

submitting a DP and a request for terminating the license, DPs and applications for<br />

a possession-only license amendment are treated separately in this review'plan.<br />

17.1 Decommissioning_<br />

17.1.1- Preliminary Decommissioning Plan<br />

In addition to theDP required by IO CFR 50.82, 10 CFR'50.75(f) requres each<br />

licensee to submit a preiminary DP. The preliminary DP shall be submitted at or<br />

about 5 years before the'projected end of operation.: The DP shall contain an<br />

estimate of the cost of decommissioning and an up-to-date assessment of the major<br />

technical factors that could affect planning for decommissioning.- The licensee<br />

shall consider the following factors when assenibling this information:<br />
