Review Procedures<br />

The reviewer should vei that the licensee has addressed any changes to<br />

experimental facilities or controls reqired by or resulting from the HEU to LEU<br />

conversion. The design of any propoied modifications, the materials to be used,<br />

the proxim to the core, and the potential for causing damage to fuel or controls<br />

should be reviewed. The reviewer should compare whether any proposed changes<br />

to the experimental facilities or their operating characteristics, the procedures for<br />

use, or reactor operating characteristics will significantly increase risks to the<br />

reactor components, the facility staff or the public.<br />

Evaluation Findings<br />

This section of the SAR should contain sufficient information to support the<br />

following types of conclusions, which will be included in the staffs safety<br />

evaluation report:<br />

* The licensee has addressed all changes in design and operating conditions<br />

to the experiment fcilities and their control systems proposed to<br />

accompany the core conversion.<br />

* No designs or potential malfunctions of these facilities would lead to<br />

signifcantly increased risks to the reactor, the public, or the facility staff.<br />

* No significant new experimental programs or changes in procedures for<br />

performing experiments are proposed, so there is continuing reasonable<br />

assurance that the proposed exeimental program would not lead to undue<br />

radiological risk to the public, the facility staff or users, or the environment.<br />

The information in this section is organized in two parts. The first part relates to<br />

the facility radiation protection program The second part relates to radioactive<br />

wastes, including personnel and environmental radiation protection.<br />
