2.2.2 Current Radiological Status of the Facility<br />

The licensee should discuss the types and quantities (curies) of radioactivity<br />

remaining at the facility at the time the DP was wiiten. The reviewer should<br />

confirm that the information in this section is based on the ficility history, surveys,<br />

calculations, and sampling performed to characterize the facity, including<br />

radioactive decay effects and any cleanup or deco ination tasks already<br />

completed. The licensee should discuss in detail the location of the radioactive<br />

materials and should explain the methods for analyzing the potential radiation<br />

exposure rates and doses to plant workers during surveillance, dismantlement,<br />

decontamination, packaging, and transportation.<br />

For most materials, the thermal neutron fluences and absorption cross-sectionsshould<br />

be used. However, the fist neutron 'exposures are important for some<br />

isotopes, and appropriate predictions should be included. In all cases, the<br />

individual isotopes and radionuclides of significance should be discussed. In some<br />

cases, these radionuclides may be beta emitters that have less of an impact on<br />

radiological safety than gamma emitters, but may be significant in terms of total<br />

curies of radioactive material. Because the origin of materials may influence the<br />

types and quantities of impurities, the reviewer should compare the discussion to<br />

DPs and decommissioning reports for similar reactors. Manion and LaGuardia<br />

(1980) discuss probable radionuclides.<br />

2.2.3 Release Criteria<br />

The licensee should state which release criteria will be applied to the<br />

decommissioning project. The reviewer should ensure that the criteria used<br />

conform with current guidance and should verify that the criteria have been<br />

factored into the planning of decommissioning activities and tasks as the m um<br />

end point of decommission activities. Ii the terminiation survey, the licensee<br />

should show that the release criteria have bemetn -:<br />

23.1 Activities and Tasks<br />

The licensee should list the activities andtasks requied to prepare the ite and<br />

facility for dismantlement and decontamination. The reviewer should 6onfilm that<br />

plans have bee made for removing the following components:<br />
