ELECIRICAL POWER SYEMS<br />

* The design of normal electrical systems gives reasonable'assurance that use<br />

or malfunction of electrical power systems and controls for experiments<br />

could not cause reactor damage or prevent safe reactor shutdown.<br />

* The technical specifications, including testing and surveillance provisions,<br />

ensure that the normal electrical system Will be operable.<br />

8.2 Emergency Electrical Power Systems<br />

Emergency electrical power systems will be required if SAR analyses show that<br />

assured power is required to maintain safe reactor shutdown (Chapter 4), to<br />

support operation of a required engineered safety feature (Chapters 6 and 13), or<br />

to protect the' public from release of radioactive effluents (Chapters II and 13).<br />

For some reactor facilities, emergency electrical power also might be required to<br />

avoid damage to an experiment (Chapter 10). For all of these functions,<br />

monitoring or sensing channels may also be required to 'operate on emergency<br />

power. Emergency electrical power at a non-power reactor is defined as any<br />

temporary substitute for normal electrical service. Some non-power reactor<br />

facilities provide emergency electrical power for functions'other than those noted<br />

above; these should be discussed. The reviewer should focus on those uses<br />

required to ensure that the health and safety of the public are protected from such<br />

unsafe reactor conditions as loss of fuel integrity or uncontrolled release of<br />

radioactive material.<br />

Areas of Review<br />

Non-power reactors should be designed for passive'reactor shutdown if normal<br />

electrical service is interrupted. Some non-power reactors may require emergency<br />

power for maintaining safe facility shutdown, for example, decay heat removal, and'<br />

some non-power reactors may use emergency power to avoid interruption of their<br />

research facilities or utilization program. 'The areas of review for this section are<br />

the design bases derived frtm other chapters of the SAR and their implementation<br />

for the emergency electrical power 'systems at the specific' faility. The reviewer<br />

should focus on the safety-related features of any emergency electrical power<br />

systems.<br />

In other SAR chapters, the applicant'presents the calculated responses of reactor<br />

systems to interruption of offsite power and the potential consequences. This<br />

section should describe and discuss any emergency electrical 'systems designed to<br />

avoid fuel damage or the release of radioactive material to the'environment. The<br />

reviewer should also evaluate events of lesser consequences and the emxiergency<br />

electrical power system design that mitigates them. ,'<br />
