AuxLiARY SYSTEMS<br />

* The facility communication systems are designed to provide two-way<br />

communication between the reactor control room and all other locations<br />

necessary for safe reactor operation.<br />

* The communication systems allow the reactor operator on duty to<br />

communicate with the supervisor on duty and with health physics<br />

personnel.<br />

* ~The communication systems allow a facility-wide announcement of an<br />

emergency.<br />

* The communication systems have provisions for summoning emergency<br />

assistance from designated personnel, as discussed in detail in the physical<br />

security and emergency plans.<br />

* All technical specifications related to the ficility communication systems<br />

are acceptable and provide for minimum necessary communication.<br />

9.5 Possession and Use of Byproduct, Source, and Special<br />

Nuclear Material<br />

Areas of Review<br />

The operating license for a non-power reactor authorizes the possession and<br />

operation of the reactor and the possession of all radioactive material that is a<br />

byproduct of that operation. The licene also speciies the spaces and areas within<br />

the site associated with reactor operations. Licenses granted under 10 CFR<br />

<strong>Part</strong> 50 also may authorize the possession of other specified byproduct and special<br />

nuclear material used at the reactor for research and development purposes.<br />

Byproduct materials may be used at the licensee facilities or shipped off site to be<br />

used by others under a different license. If the materials will be used at the licensee<br />

facilities, either they should be transferred to another license (<strong>NRC</strong> or an<br />

Agreement State) or the 10 CFR<strong>Part</strong> 50 license should explicitly state which<br />

materials and facilities are covered; These facilities should be descrbed in the<br />

SAR as auxiliary reactor system s.;<br />

Areas of review should include the following:<br />

* the types and quantities of radionucides authorized<br />

* the rooms, spaces, equipment, and procedures to be used<br />

* the general types of uses, such as research and development, processing, or<br />

packaging for shipment<br />
