reactor operation if personnel are in the irradiated volume, (2) controlling<br />

airborne radioactive materials, (3) maintaining acceptable biological<br />

shielding in occupied areas, (4) limiting effects on reactivity due to changes<br />

of experiments within the irradiated volume to values found acceptable,<br />

and (5) when applicable, automatically shutting down the reactor if the<br />

reactor or shielding is moved during operation.-<br />

Reiew Procedures<br />

The reviewer should evaluate the following:<br />

* The purposes and projected uses of the reactor facility for experimental<br />

programs.<br />

* The experimental facilities and the other related reactor systems to<br />

.determine if they are designed with comparable engineering expertise and<br />

emphasis on safety.<br />

* The failure and malfunction modes of experimental facilities and<br />

consequences to the reactor, the staff the experimenters, and the public.<br />

* The analyses of potential hazards to the reactor, users, and public from<br />

experimental facilities during normal operations and accidents and the<br />

production and release of radioactive materials, including argon-41. The<br />

reviewer can evaluate effluents from experimental facilities as part of the<br />

review of Chapter 1I of the SAR.<br />

* The analyses of how postulated reactor accidents affect the experimental<br />

facilities and their experiment contents.<br />

Evaluation Findings<br />

This section of the SAR should contain sufficient information to support the<br />

following types of conclusions, which will be included in the staffs safety<br />

evaluation report:<br />

* Planned operation and utilization ofthe experinefital facility will not<br />

exceed the limiting safety system setting or limiting condition for operation<br />

of the technical specification requirements for the reactor facility during<br />

normal operations. The applicant has proposed and justified acceptable<br />

technical specifications for the experimental facilities.<br />

* The design and functional information in the SAR gives reasonable<br />

assurance that the experimental facility is capable of retaining necessary<br />
