The DP should show that the licensee Will comply with 10 CFR <strong>Part</strong>s 20, 30, 50,<br />

70, 71, and 73 (as they apply to decommissioning) and with applicable Department<br />

of Transportation (DOT) regulations, including 49 CFR <strong>Part</strong>s 170 through 189.<br />

3 PROTECTION OF THE HEALTH AND SAFETY<br />

OF RADIATION WORKER AND -TIE PUBLIC<br />

3.1 Radiation Protection<br />

3.1.1 Ensuning As Low. As Reasonably Achievable<br />

Radiation' Exposures<br />

The licensee should provide sufficient information'to show that the facility<br />

managers have established a clear policy for all radiological activities to maintain<br />

exposures to the public, facility employees, and contractors as low as is reasonably<br />

achievable (ALARA). The licensee should show where the manager responsible<br />

for the ALARA program fits into the'overall management structure and should<br />

explain how authority to implement the program is derived and applied. .The<br />

ALARA program should include training, procedural reviewsivalkthroughs, and<br />

criteria for minimizing occupational exposure and residual radioactivity. The<br />

reviewer should compare the DP ALARA program to the program that was in<br />

effect for reactor operations to help ensure that the DP ALARA program is<br />

complete.<br />

3.1.2 Health Physics Program-' -<br />

To'find the health physics program acceptable, the reviewer should confirm that<br />

the decommissioning radiation protection organization and program are consistent<br />

with those for facility 6peration becaue decommissi6ning is ahalogous to such<br />

activities that were performed during facility operation as major maintenance.<br />

Programs that have been decreasd as a result of the granting of a possession-only<br />

license amendment would need provisions to be returned to a condition for active<br />

decommissioning. Because each non-power reactor licensee has developed a*<br />

unique radiation protection program, the reviewer should study the SAR and DP<br />

and make a direct comparison. The program is found acceptable if the<br />

organization has comparable authority to operate independently, has access to top<br />

management, and is staffed with experienced and qualified health physicists. The<br />

program should include monitoring equipment, calibration schedules and<br />

procedures, and an effectively organized ALARA program. .Operational plans for<br />

assessing and documenting radiation exposure and for controlling exposure during<br />

decommissioning activities should be described. -This includes protection from<br />
