REAC =COOLAT SYSTEM<br />

* The secondary coolant system design should provide for any necessary<br />

chemical control to limit corrosion or other degradation of the heat<br />

exchanger and prevent chemical contamination of the environment.<br />

* . The applicant should identify operational limits, design parameters, and<br />

survillances to be included in the technical specifications.<br />

Review Procedires .<br />

The reviewer should verify that all reactor conditions, including postulated<br />

accidents, requiring transfer of heat from the primaiy coolant system to the<br />

secondary coolant system have been discussed. The reviewer should verify that<br />

the secondary coolant system is capable of removing and dissipating the amount of<br />

heat and the thermal power necessary to ensure fuel integrity. The reviewer<br />

should also confirm the analyses of secondary coolant system malfunctions<br />

including the effects on reactor safety, fuel integrity, and the health and safety of<br />

the public.<br />

Evaluasion Findngs<br />

This section of the SAR should contain sufficient information to support the<br />

following types of conclusions, which will be included in the staffs safety<br />

evaluation report:<br />

Design features of the secondary coolant system and components will allow<br />

the transfer from the primary coolant system the necessary reactor heat<br />

under all possible reactor conditions.<br />

* Locations and design specifications for secondary coolant system<br />

components ensure that malfunctions in the system will not lead to reactor<br />

damage, fuel failure, or uncontrolled release of radioactivity to the<br />

'environment.<br />

* Secondary coolant system instrumentation and controls are designed to<br />

provide all necessary functions 'and to transmit information on the'<br />

operating status to the control room.,,<br />

* The secondary coolant system is designed to respond as necessary to such<br />

postulated events as a loss-of-pnimary-oolant accident and a loss of forced<br />

coolant flow in the primazy coolant system.<br />

* The technical spediflcations, including testing and surveillance, provide<br />

reasonable assurance of necessary secondary coolant system operability for<br />

normal reactor operations.<br />
