treatment. The door or entrance should be interlocked with the systems<br />

used to cut off the beam if someone enters.<br />

The medical therapy treatment facility should be designed with two<br />

independent, redundant systems that have the capability to cut off the<br />

neutron beam within a short time. Beam controls and method of motion<br />

should be as described in the format and content guide. Interlocks between<br />

the systems and the medical therapy treatment room door or entrance<br />

should be based on the design guidance in the format and content guide.<br />

* The medical therapy treatment room should have a method for viewing the<br />

patient during treatment. If a direct viewing method such as through a lead<br />

glass window is not used, redundant methods should be provided.<br />

Emergency lighting should be provided.<br />

* The medical therapy treatment facility personnel'should be able to scram<br />

the reactor from the medical therapy treatment facility control area and<br />

from within the medical therapy treatment room. They should also be able<br />

to communicate with the reactor control room and the inside of the medical<br />

therapy treatment room.<br />

* The medical therapy treatment room should contain a radiation monitoring<br />

system that confirms that the beam is off by measuring radiation fields<br />

inside the room.: The monitor should have alarms as described in the<br />

format and content guide and should have an emergency power supply.<br />

* The medical therapy'treatment facility should have a beam monitoring<br />

system that determines the dose given to the patient.<br />

* The responsibilities of the non-power reactor licensee and the physician<br />

authorized user should be stated. This includes the method of referring<br />

patients for treatment to the non-power reactor and the rules for starting<br />

and stopping treatment<br />

* Procedures should exist for removing the patient from the medical therapy<br />

treatment room in the case of medical complications or equipment failures.<br />

* The applicant should propose surveillance requirements for equipment<br />

important to the safety of the staff who work in the medical therapy<br />

treatment facility and patients who are treated there. These surveillances<br />

may be postponed if therapy is not being conducted.<br />
