CONDUCT OF OPERATIONS<br />

The reviewer should review the information against the format and content guide.<br />

The reviewer should also examine Chapter 14 of the format and content guide to<br />

ensure that the applicant has described the basis of the organizational technical<br />

specifications.<br />

Evaluation Findings<br />

This section of the SAR should contain sufficient information to support the<br />

following types of conclusions, which will be included in the staffs safety<br />

evaluation report:<br />

The applicant has presented an organizational structure that reflects the<br />

complete facility organization from the official license holder to the reactor<br />

operations staff All organizational relationships important to safety have<br />

been shown, including that of the review and audit function and the<br />

radiation safety function. The organization meets the non-power reactor<br />

standards in ANSI/ANS 15.1-1990, `The Development of Technical'<br />

Specifications for Research Reactors, and ANSI/ANS 15.4-1988,<br />

'Selection and Training of Personnel for Research Reactors."<br />

* The applicant has described the responsibilities of the persons in the<br />

organizational structure.. The responsibility for safe operation of the facility<br />

and for the protection of the health and safety of the staff and the public<br />

has been shown.<br />

* The applicant has described facility staffing requirements that demonstrate<br />

it's ability to safely operate the facility anid protect the health and safety of<br />

the staff and the public. The staffing meets the requirements of the<br />

regulations.<br />

* Facility staff will be selected that meet minimum'qualifications acceptable<br />

for non-power reactors. Reactor operators will be trained in'a program<br />

that meets the standards for non-power reactors and th'e requirements of<br />

the regulations. Radiation protection training and specialized training will<br />

be conducted at an acceptable level.,<br />

* The applicant has described a radiation safety organization that is<br />

acceptable to the staff This organization has direct access to upper<br />

management and the review and audit committee to express concerns, if<br />

necessary. The radiation safety staff has the authority to interdict or<br />

terminate activities to ensure safety.'<br />
