Evaluation Findings<br />

This section of the SAR should contain sufficient information to support the<br />

following type of conclusion, which will be included in the staffs safety evaluation<br />

report:<br />

The staff has reviewed the description of the environmental monitoring<br />

program presented in the SAR for the (insert narme offacility). This<br />

review verified that the environmental monitoring program described is<br />

appropriate to the facility and its projected impact. The staff examined the<br />

provisions of the program to ensure the safety of the public and protect the<br />

environment. This review demonstrates that required and sufficient plans<br />

are identified or exist to provide reasonable assurance that an<br />

environmental monitoring program can be effectively implemented and<br />

sustained during the day-to-day operation of the facility, and that any<br />

radiological impact on the environment will be accurately assessed.<br />

11.2 RadioactiveWaste Management<br />

As noted earlier, the magnitude of the radioactive waste management function and<br />

the scope of a waste management program vary widely from one non-power<br />

reactor to another. In general, the amount of radioactive waste formed will be<br />

related to the power level of the reactor and to the amount and type of utilization.<br />

The reviewer, therefore, should be prepared to find and evaluate provisions for<br />

managing such wastes that are commensurate with these factors. Furthermore, as<br />

noted, radioactive waste management could be assigned as an auxiliary function to<br />

an operations or to a radiation protection organization and not have an<br />

organizational unit of its own.' In any case, the reviewer should explore and<br />

evaluate if the applicant has provided for defining, assessing, and managing such<br />

wastes to the extent necessary to protect the facility stag the environment, and the<br />

public from unacceptable exposure to radiati6n.<br />

Insofar as radioactive waste can be treated as one of the many types of radiation<br />

sources at a facility, all of the foregoing guidance in this document is applicable.<br />

However, because there may be some differences in management and ultimate<br />

dispsition of such sources, the following additional guidance is provided.<br />

11.2.1 Radioactive Waste Management Program<br />

Whether or not the applicant has established an organizational unit dedicated to<br />
