4 REACTOR DESCRIPTION-<br />

This chapter gives guidance for evaluating the description in the SAR of the<br />

reactor and how it functions as well as the design features for ensuring that the<br />

reactor can be safely operated and shut down from any operating condition or<br />

accident assumed in the safety analysis. Information in this chapter of the SAR<br />

should provide the design bases for many systems and functions discussed in other<br />

chapters of the SAR and for many technical specifications. The systems that<br />

should be discussed in this chapter of the SAR include the reactor core, reactor<br />

tank, and biological shield. The nuclear design of the reactor and the way systems<br />

work together are also addressed. In this chapter the applicant should explain how<br />

the design and proper operation of a non-power reactor make accidents extremely<br />

unlikely. This chapter of the SAR along with the analysis in Chapter 13, "Accident<br />

Analyses." should demonstrate that even the consequences of the design-basis<br />

accident woud not cause unacceptable risk to the health and safety of the public.<br />

4.1 Summary Description<br />

This section of the SAR should contain a general overview of the reactor design<br />

and important characteristics of operation. The reiviewer need not make any<br />

specific review findings for this section. The detailed discussions, evaluations, and<br />

analyses should appear in the following sections of the SAR.<br />

This section'should contain a brief discussion ofthe-principal safety considerations<br />

in selecting the reactor type and the way the facility design principles achieve the<br />

principal safety considerations. Included should be summaries for the'items<br />

requested in this section of the format and content guide and descriptive text,<br />

summary tables, drawings, and schematic diagrams.<br />

4.2 Reactor Core<br />

This section of the SAR should contain the design information on all components<br />

of the reactor core. The information should be presented in diagrams,'drawings,<br />

tables of specifications, and text and analysis sufficient to give a clear<br />

understanding of the core components and how they constitute a functional nonpower<br />

reactor that could be operated anid shut down safely. Because radiation is<br />

one of the essential products frorianon-f6wer reactor, a principal design<br />

objective is to safely obtain the highest neution flux densities in experimental<br />

facilities.<br />

By reviewing this section, the reviewer gains anjfoverview of the reactor core<br />

design and assurance that the SAR describes aMcomplete. operable non-power<br />
