SAR. The technical specifications ensure that there will be no significant<br />

degradation of equipment. -.<br />

(6) The financial data demonstrate that the applicant has reasonable access to<br />

sufficient revenues to cover (construction) operating costs and eventually<br />

to decommission the reactor facility.<br />

(7) The program for physically protecting the facility and its special nuclear<br />

materials complies with the requirements of 10 CFR <strong>Part</strong> 73.<br />

(8) The procedures for training its reactor operators and the plan for operator<br />

requalification are adequate; they give reasonable assurance the reactor will<br />

be operated competently.<br />

(9) The emergency plan provides reasonable assurance that the applicant is<br />

prepared to assess and respond to emergency events.<br />

1.3 General Description<br />

Areas of Review<br />

In this very brief description of the facility, ihe reviewer should ensure that the<br />

applicant's overview of the facility design shows how design features implement<br />

the safety criteria and safety considerations of Section 1.2. The descriptions<br />

should be sufficiently quantitative to clearly summarize the facility to someone who<br />

understands non-power reactors. The applicant should present a more detailed<br />

description in later chapters of the SAR. The applicant should include drawings,<br />

tables, and photographs as necessary.<br />

Areas of review should include the following:<br />

* the location ofthe facility and principal characteics ofthe site<br />

* the basic design features, operating characteristics, and safety systems of<br />

the reactor and its instrumentation and control and electrical systems<br />

* the thermal power level of the reactor (and any pulsing capability) and the<br />

system that removes and disperses, the power -<br />

* the basic experimental features and capabilities in the design<br />

* engineered safety features designed to control radiation releases<br />
