2.4 Decommissioning Organization and Responsibilities<br />

This section should show a complete organization for implementing the DP, with<br />

points of interaction with the following:<br />

* licensee management<br />

* radiological protection organization<br />

* flacility safety committee<br />

* a nycontractor oanizations<br />

The discussion should clearly show that the licensee will continue to be responsible<br />

for overall supervision, compliance with applicable regulations, and protection of<br />

the health and safety of the public. This section should also contain explicit<br />

information about the duties, responsibilities, and technical qualifications of<br />

persons in key positions in the decommissioning organization. A a minimun, the<br />

technical director of the organization should have an engineering or physical<br />

science degree and at least 2 years of combined experience in reactor operations or<br />

decommsoning, radiological protection, and radioactive waste managements<br />

Persons in key contractor positions should have comparable experience and<br />

qualifications.<br />

The DP should show that the radiation protection organizaion has independent<br />

authority to stop work similar to the authority of the comparable organization<br />

during reactor operations.<br />

The DP should show that the composition and authority of the deconmissioning<br />

safety committee are similar to the reactor operations safety committee, but with<br />

increased expertise in radiological exposure and control. The DP should give<br />

details on the responsibilities of the committee, showing that it reviews and audits<br />

major decommissioning activities, proposed procedures, radiation exposure<br />

records, reportable occurrences, and changes to the DP. The discussion of the<br />

fimction and authority of the committee should show that it reports to high-level<br />

licensee managernent.<br />

2.5 Training:Program -.- -<br />

The licensee should demonstrate its awareness that dismantlement and<br />

deon iation may be a new experience for its staff. Training is essential to<br />

prepare the staffto perform the decomnissioning safely. The licerisee should<br />

present a complete outline of training appropriate to the staff and contractor<br />

functions and positions, consistent with 10 CFR <strong>Part</strong> 19. The training program<br />

should also be outlined The outline should contain the proposed technical<br />
