Review Procedures<br />

The reviewer should examine any proposed changes to the facility's radiation<br />

protection program to ascertain if the changes are required by the differences in<br />

operational characteristics, systems, or procedures between the HEU- and LEUfueled<br />

reactors. The reviewer should evaluate the proposed program changes and<br />

the effect on projected exposures to the ficility stafX the public, and the<br />

environment. The reviewer should evaluate the staffing, program documentation<br />

and written procedures, sources of radiation, radiation detection instruments and<br />

effluent monitors, personnel dosimetry program, environmental monitoring, and<br />

record-keeping procedures. The licensee's methods for analyzing projected doses<br />

and the results should be compared with accepted methodology for non-power<br />

reactors, such as those found the Regulatory Guides 1.25, and 1.109, <strong>NUREG</strong>-<br />

0851, and ANSIANS 15.7 and 15.11.<br />

Evaluation Findings<br />

This section of the SAR should contain sufficient information to support the<br />

following types of conclusions, which will be included in the staffs safety<br />

evaluation report:<br />

* All proposed changes to the radiation protection program, components,<br />

and conditions were required by the conversion from HEU to LEU fuel. K'<br />

@ The proposed changes will not significantly decrease the effectiveness of<br />

the radiation protection program (i.e., the requirements of 10 CFR <strong>Part</strong> 20<br />

will not be exceeded)<br />

* The changes will not significantly increase the projected radiation<br />

exposures and doses to the facility staf the environment, or the public.<br />

* The methods and assumptions used by the licensee to assess potential<br />

doses from operation of the proposed LEU-fleled reactor are technically<br />

valid, physically reasonable, and conservative.<br />

11.2 Radioactive Waste Management<br />

Areas of Review<br />

Other than a different form of encapsulated uranium fuel from that of the BEU,<br />

changes in facilities or procedures are not expected to cause significant changes in<br />

radioactive wastes re!ulting from the conversion to LEU fuel.<br />
