As Amended Through 15 March 2012directive authority for logistics — Combatant comm<strong>and</strong>er authority to issue directives tosubordinate comm<strong>and</strong>ers, including peacetime measures, necessary to ensure theeffective execution <strong>of</strong> approved operation plans. Essential measures include theoptimized use or reallocation <strong>of</strong> available resources <strong>and</strong> prevention or elimination <strong>of</strong>redundant facilities <strong>and</strong>/or overlapping functions among the Service componentcomm<strong>and</strong>s. (<strong>JP</strong> 1)direct laying — Laying in which the sights <strong>of</strong> weapons are aligned directly on the target.Normally used in conjunction with mortars <strong>and</strong> sometimes artillery. See also lay.direct liaison authorized — That authority granted by a comm<strong>and</strong>er (any level) to asubordinate to directly consult or coordinate an action with a comm<strong>and</strong> or agencywithin or outside <strong>of</strong> the granting comm<strong>and</strong>. Direct liaison authorized is moreapplicable to planning than operations <strong>and</strong> always carries with it the requirement <strong>of</strong>keeping the comm<strong>and</strong>er granting direct liaison authorized informed. Direct liaisonauthorized is a coordination relationship, not an authority through which comm<strong>and</strong> maybe exercised. Also called DIRLAUTH. (<strong>JP</strong> 1)director <strong>of</strong> mobility forces — Normally a senior <strong>of</strong>ficer who is familiar with the area <strong>of</strong>responsibility or joint operations area <strong>and</strong> possesses an extensive background in airmobility operations. When established, the director <strong>of</strong> mobility forces serves as thedesignated agent for all air mobility issues in the area <strong>of</strong> responsibility or jointoperations area, <strong>and</strong> for other duties as directed. The director <strong>of</strong> mobility forcesexercises coordinating authority between the air operations center (or appropriatetheater comm<strong>and</strong> <strong>and</strong> control node), the tanker airlift control center, the air mobilityoperations control center (when established <strong>and</strong> when supporting subordinate comm<strong>and</strong>objectives), <strong>and</strong> the joint movement center, in order to expedite the resolution <strong>of</strong> airmobility issues. The director <strong>of</strong> mobility forces may be sourced from the theater’sorganizations or US Transportation Comm<strong>and</strong>. Additionally, the director <strong>of</strong> mobilityforces, when designated, will ensure the effective integration <strong>of</strong> intertheater <strong>and</strong>intratheater air mobility operations, <strong>and</strong> facilitate the conduct <strong>of</strong> intratheater airmobility operations. (<strong>JP</strong> 3-17)direct support — A mission requiring a force to support another specific force <strong>and</strong>authorizing it to answer directly to the supported force’s request for assistance. (<strong>JP</strong> 3-09.3)disabling fire — The firing <strong>of</strong> ordnance by ships or aircraft at the steering or propulsionsystem <strong>of</strong> a vessel.
