(<strong>JP</strong> 3-07.4)National Air Mobility System — A broad <strong>and</strong> comprehensive system <strong>of</strong> civilian <strong>and</strong>military capabilities <strong>and</strong> organizations that provides the President <strong>and</strong> Secretary <strong>of</strong>Defense <strong>and</strong> combatant comm<strong>and</strong>ers with rapid global mobility. This systemeffectively integrates the management <strong>of</strong> airlift, air refueling, <strong>and</strong> air mobility supportassets, processes, <strong>and</strong> procedures into an integrated whole. (<strong>JP</strong> 3-28)National Communications System — The telecommunications system that results fromthe technical <strong>and</strong> operational integration <strong>of</strong> the separate telecommunications systems <strong>of</strong>the several executive branch departments <strong>and</strong> agencies having a significanttelecommunications capability. Also called NCS. (<strong>JP</strong> 6-0)national critical infrastructure <strong>and</strong> key assets — The infrastructure <strong>and</strong> assets vital to anation’s security, governance, public health <strong>and</strong> safety, economy, <strong>and</strong> publicconfidence. They include telecommunications, electrical power systems, gas <strong>and</strong> oildistribution <strong>and</strong> storage, water supply systems, banking <strong>and</strong> finance, transportation,emergency services, industrial assets, information systems, <strong>and</strong> continuity <strong>of</strong>government operations. Also called NCI&KA. (<strong>JP</strong> 3-28)national defense area — An area established on non-Federal l<strong>and</strong>s located within theUnited States or its possessions or territories for the purpose <strong>of</strong> safeguarding classifieddefense information or protecting Department <strong>of</strong> Defense (<strong>DOD</strong>) equipment <strong>and</strong>/ormateriel. Establishment <strong>of</strong> a national defense area temporarily places such non-Federall<strong>and</strong>s under the effective control <strong>of</strong> the Department <strong>of</strong> Defense <strong>and</strong> results only from anemergency event. The senior <strong>DOD</strong> representative at the scene will define theboundary, mark it with a physical barrier, <strong>and</strong> post warning signs.
